Carbon Net Zero Programme Support

Description of the goods or services required

The Council is seeking a long term partner to provide technical advice to support the Green Programme Board to identify and direct a basket of projects to achieve the Council’s Carbon Net Zero commitment. It is envisaged that this will initially involve calculating baseline emissions, followed by identifying, costing and prioritising business areas and defining specific projects to reduce emissions.

The Services will be commissioned in stages, with award of each stage dependent on successful completion of the previous stage, at the sole discretion of the Council.

Tenders will be evaluated based on 20% price and 80% quality.

The timescale for completion of:

Stage 1 is four weeks from award of contract however a preliminary draft of the High Level Strategic Road Map is required by no later than 20th September 2019.

Stage 2 is to be agreed, based on the results of Stage 1 and a greater understanding of the developing WG guidance.

Stage 3 is 9th May 2020, however this is dependent on the issue of WG guidance.

The scope of services required will be split into three stages: -

Stage 1 – Indicative Road Map

Stage 2 – Baseline Measurement

Stage 3 – Prioritise Actions

It is anticipated that ongoing technical advice will be required during the delivery phase of the various projects and interventions implemented by the Council, particularly involving the refining of emission impact estimates during project design phase and verification of revised calculation assumptions and methodologies for input into annual reporting tools. This is likely to be called off on a time charged basis, however fixed fee estimates may be required for discrete work packages when their scope becomes more clearly defined.

The Authority invites fixed fee bids for Stages 1, 2 and 3, broken down into an activity schedule, and including a schedule of rates to be used for any additional charges as a result of variations requested by the Authority.
