Installation and Supply of Structured Cabling with Maintenance and Support

Description of the goods or services required

Caerphilly County Borough Council are seeking tender bids from suitably qualified contractors to undertake the installation and supply of network cabling within various corporate and educational establishments throughout the Borough.

The Council has a large number of buildings that are cabled with ITT Industries Network Systems & Services (ITT Structured Cabling Solution 6a product range). Additionally, some of these buildings also have separate standard telephone cabling. The Council will be letting a five (5) year contract, with the option to extend for up to a further period of twenty four (24) months. The contract will include the upkeep and possible development of the existing infrastructure.

The Council intends to appoint a primary and secondary contractor onto the contract. In the first instance all works will be offered to the primary contractor, in the event that the primary contractor cannot undertake the works then it will be offered to the secondary contractor.

Total quantity or scope of tender

This contract will be for a period of five (5) years with an option to extend for a further period of up to twenty four (24) months renewable on an annual basis.

Works will be issued on an as and when basis and there is no guarantee as to the quantity of work that will be issued via the contract.

3 Conditions for Participation

Minimum standards and qualification required

The tender responses will be evaluated utilising the Most Economically Advantageous Tender (MEAT) scoring methodology based on a two stage process:

Stage 1: Compliance

Tenderers are required to pass a number of pass/fail compliance criteria in order for their submission to be accepted, which includes the below:

- City and Guilds Electrical and Electronic Servicing - NVQ 2 (or its equivalent).

- Design & Planning’ or ‘Installation Supervision’ level

- NICEIC Approved Contractor Scheme or equivalent

- City & Guilds level 3 in a Diploma in Designing and Planning Communications Networks or equivalent qualification.

- Non Licenced (CAT B) Asbestos training certificates

- SSIP and Constructionline accreditations

Stage 2: MEAT

Quality 30%

The quality element will be assessed based on the answers provided to quality questions and scored against the methodology provided in the Invitation to Tender Document.

Price 70%

The price element will be assessed based on the completion of two pricing schedules and associated scenarios.

As part of the process, the tender will be undertaken utilising Caerphilly CBC's Proactis Portal e-tendering system.

Therefore, companies are invited to follow the directions below to register on the system:

1. Log in to the Proactis Portal E-tendering system at https://www.proactisplaza.com

2. Click the "Sign Up" button.

3. Enter your details such as Organisation Name, Details and Primary Contact Details.

4. Please make a note of the Organisation ID and Login Name, then click Register.

5. You may then receive an email from the system asking you to Click here to activate your account. This takes you to Enter Organisation Details. Or you may be redirected straight to your account home page, depending on your browser.

6. Please enter the information requested, click Next and follow the instructions ensuring that you enter all applicable details.

7. In the Enter Product Classification screen please ensure that you select the Product Classification Codes (CPV Codes)that appear in the tender notice.

8. Accept the Terms and Conditions and then click Next. This takes you in to the Welcome window.

9. In the Welcome window please enter your Organisation name, Organisation ID and User Name (User ID). You now need to create your unique password. Please ensure that you make a note of this along with the other information already recorded.

10. Now click Done and you will enter the Supplier Home page.

11. From the Home Page, go to the “Opportunities” area, where you can search for this Opportunity. Click on the "Show Me Arrow" of the relevant opportunity and then click to register your interest on the relevant button.

12. Click the Opportunities Icon on the left of the page so that the page is refreshed, then, click on the "Show Me Arrow" of the relevant contract again and this will take you into the create a response section of the portal.

13. Note the closing date for completion of the relevant project. Please review the tabs at the top of the page as there will be information relating to the project held here.

14. You can now either continue to fill out this area and create a response or if the project is not of interest to you Decline this opportunity by clicking the "Decline" button at the top of the page.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:

The Council requires tenderers to provide a method statement detailing what community benefits they can deliver through this contract, this should include but not be limited to:

- Targeted Recruitment and Training

- Supply Chain

- Education & Community Initiatives

- Environmental Initiatives

The Community Benefits method statement will not form part of the tender evaluation but will become a contract condition.

The successful contractor will be required to work in conjunction with the Council to deliver the Community Benefits.
