Abstract

This is an Invitation to Tender for the Provision of Consultancy Services for a Small Business Research Initiative (SBRI) Phase 1 - Affordable Urban Heat Networks to Bridgend County Borough Council (BCBC) The Authority intends to conduct an “Open” Procedure procurement competition, advertised on Sell2Wales to obtain responses to a Challenge Question as detailed below: ‘Affordable Urban Heat Networks: Bridgend County Borough Council (BCBC) are launching a Small Business Research Initiative (SBRI) competition to identify how innovation in construction and smart technology can be used to decrease the capital cost of district heating and water infrastructure plus improve overall lifetime efficiencies in terms of resource use and infrastructure economics.” The Authority is seeking Specialist Tenderers, with the necessary skill set, experience, competence and capacity to submit their Innovative proposals to develop a Feasibility Study during Phase 1 of the project. There will be a mid-tender Briefing event on 19th September 2019, 10.30am to 12.30pm, Life Sciences Hub, 3 Assembly Square, Cardiff Bay CF10 4PL.To book a place for the briefing event, please email sbri@bridgend.gov.uk The Authority’s requirements are to be conducted over a possible Two (2) Phases: Phase 1: The Authority intends to select up to a maximum of Four (4) of the highest scoring submissions received, as evaluated by a Specialist Evaluation Panel, and each will be awarded a contract with a maximum value of £50,000 and given a fixed period of time of Five (5) months to develop their delivery solutions. See Timetable. At the end of Phase 1, the Authority reserves the absolute right to not enter into any further Phases. Phase 2: Is a prototyping exercise, which develops the product to the stage where it is ready for market. It is expected that contract period for Phase 2 will be 12 months.
