Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

Information concerning changes to COVID-19 operational guidance for schools for the start of the autumn term in September 2021 has had an impact on the lots, and the capacity of vehicles required. Consequently, this required a substantial material change to the live tender 2021/S 000-015833 which was withdrawn.
