Total quantity or scope of tender
The Planning Consultant shall undertake the following:
Submit a screening opinion request to the Welsh Government’s Planning Inspectorate.
Prepare a Planning Statement, ensuring that all relevant planning policies are addressed.
Prepare a Design and Access Statement.
Ensure that the Pre-Application Consultation meets the Planning Inspectorate’s statutory requirements, preparation of the Pre-Application Consultation (PAC) report and attendance at a Pre-Application Public Consultation event (see below for more information).
Co-ordinate specialist reports including (in conjunction with the client) determining the boundary for development, construction area and coordinated mitigation measures.
Project manage and co-ordinate all matters outlined in the planning statement including delivery of supplementary consultant’s reports.
Prepare and submit the Development of National Significance (DNS) notification and planning application, including all necessary forms and submission documents, liaison and project management time (including provision of a hard copy of the planning application to the Welsh Government Planning Inspectorate and Local Planning Authority on the same day as an electronic submission)
Ensure that the Planning documentation is formatted as per the Planning Inspectorate’s Developments of National Significance Procedural Guidance.
Manage the project post submission, including liaison with other consultants, review and management of responses to consultation and negotiation with the Planning Inspectorate and/or consultees.
Provide advice on the scope and extent of any further licenses and permits required before work can commence.
Attend up to four (4) face to face meetings (to be allowed for in the scope, although may be held online if more appropriate) and attendance and presentation at planning hearings/public enquiry, if required.
Ensure compliance with any statutory timescales or requirements on behalf of the Council in relation to the planning submission.
Work with the Council’s internal Drainage Team to consider the implications of the Sustainable Drainage Approval, which shall be considered at the outset of development concept, and developed in conjunction with the planning consent and design layout.
The Consultant shall deliver or sub-contract the requirement to obtain sustainable drainage approval. The scope shall include for the submission of a Sustainable Drainage Approval Body pre-application consultation ensuring the development meets the objectives of the ‘Statutory Standards for Sustainable Drainage Systems – designing, constructing and maintaining surface water drainage systems’.
Work with the Council’s Design and Graphics team to prepare any documentation or presentations required to support consultation, which may also be required in the Welsh Language.
