This consultancy brief sets out the Tender Documentation, Terms & Conditions and general information in respect of invitation to tender for a research on existing land drainage and flood risk management byelaws for Welsh Local Government, Natural Resources Wales and Internal Drainage Boards.

8. We will require in first instance the successful bidder to research and compile a register of existing byelaws relevant to land drainage and flood risk management from various sources across the UK.

9. The objective of this research is to help inform and influence the Task & Finish group thinking on the development of the new set of byelaws. As such and to ensure the new byelaws are enforceable and efficient the register of existing byelaws should be accompanied by relevant information highlighting their practicality, how enforceable the byelaws are and why others are not.

11. Tender evaluation will be undertaken by a Task & Finish Group and awarded on the basis of the ‘Most Economically Advantageous Tender’ [MEAT].

12. The consultancy contract will be managed on a day-to-day basis on behalf of the Task and Finish Group by Jean-Francois Dulong, Flood & Water Officer, WLGA. The successful bidder will be expected to commit to frequent and effective dialogue with the Flood & Water Officer and attend if necessary meeting(s) with the Task and Finish Group throughout the research period.

13. As a guide, an indicative budget figure of no more that £10 000 is specified for this commission. The proposal should be costed by the prospective consultants using their standard rates [see “Form of Proposal” below].
