This consultancy brief is being issued by the WLGA, on behalf of WAW, to secure external consultancy to develop a Statistical evidence base relating to waste, recycling and waste treatment in Wales. The focus is not on collecting primary data but on the interpretation and expression of numerous data sources including determining the veracity of the data and its use.

Aims

The aim of this project is to develop a broad range of innovative and engaging waste related statistics, facts, figures and numbers to gain the attention of audiences and help explain waste information in a more clear and easy to understand/visualise format in order to improve the publics access to (sometimes technical) information. This information will be used to help inform messages of marketing campaigns and for use in web copy, advertising and PR. It will be used as a resource to encourage more sustainable waste behaviour focused around reduction, reuse, recycling and recovery of waste.

We also want to generate specific statistics and illustrative facts that will assist the public to better understand and accept the need for alternative waste treatment technologies in Wales to treat food and residual waste. This information will also be used on a local level when communicating information relating to procurement of specific treatment facilities across Wales.

Objective

The objective of this project is for WAW to have access to, and use of copyright free statistics and illustrative facts to complement its waste communications and awareness raising activities. These will be also be used as a resource for other stakeholders within Wales to communicate on issues relating to waste in Wales, such as local authorities.

The goal is that this information will help WAW to encourage more sustainable consumer behaviour, relating to waste reduction, reuse and recycling in particular. The information will need to be presented both in the raw data but also quantified into tangible examples that the Welsh public can relate to, for example, “enough food waste to fill Swansea Bay”.

The information will be used by WAW when delivering national communications via the WAW website, in press pieces and media interviews, in printed communications materials, adverts and social media. It will also be used, by WAW, to develop info graphics and other illustrative uses. The information will also be available for use by Welsh local authorities on a more localised level when communicating on issues relating to waste and recycling.

The information may also be used by the 9 Welsh regional waste treatment facility procurement hubs (see section 4.6 of ‘Project Deliverables’) to explain the reasons behind the need for alternative treatment technologies relating to their specific regions.

The finalised methodology as established through the bid submission and evaluation process with the successful tender will be incorporated within the form of appointment.

The successful consultants will be required to attend an inception meeting on Thursday 6th February 2014 with the WLGA and any update meetings to be agreed.
