Minimum standards and qualification required
All tenders will be opened by three members of Staff. The tenders will then be reviewed by the Contract Administrator who will then submit a report recommending the potential appointment based on the following scoring methodology:
Section A: Price 60%
The lowest price submitted will be awarded a score of 60% for price alone, with tenderers thereafter being allocated a relative score which will be 60% less the percentage difference from the lowest price.
For example if the lowest price is £39,000 and the next lowest is £40,000 the second lowest tender would score as follows:
(£1,000/£39,000) = 2.56% higher =
60% - (60% * 0.0256) + a score of 58.46%
This score will be combined with the quality score to give an overall score for each tender.
Section B: Quality 40%

The following marks are allocated to each section:
1. Relevant Experience- please provide three examples of recent refurbishments detailing whether they came in on time and on budget and if there were any retentions on the work 20%
2. Financial Standing – please provide the accounts for the years ending 2014, 2015 and 2016. If your accounts have not been submitted for 2016 please provide a copy of your balance sheet. 10%
3. Approach to working together – please provide details of how you plan to work with the company representatives of Career Wales to ensure that work progresses on time and on budget. 15%
4. Environment – please provide details of any environment certificates and other sustainable practices that you use on and off site 10%
5. Quality Management 10%
6. Employees please state the number of employees that work for the company and whether the work will be subcontracted. 5%
7. Training – please provide the qualifications and training logs of staff who will be working on the refit 10 %
8. Health & Safety – please provide details of your health and safety policies and procedures and whether you have had any reportable incidences in the last three years. 20%
The scoring methodology
1. Very good or fully compliant submission, which meets all requirements and is fully explained in comprehensive detail – between 90 and 100% of the marks available.
2. Good, which meets all the requirements and is explained in reasonable detail- between 70% and 80% of the marks available.
3. Satisfactory or compliant submission, which meets the essential requirements and is explained in adequate details – between 50% and 60% of the marks available.
4. Weak or partially compliant (minor issues) submission where some areas fall short of requirements and is poorly explained – between 30% and 40% of the marks available.
5. Unacceptable or non-compliant (major issues) submission which fails to meet requirements and is not explained- between 10% and 20% of the marks available.
The contractor with the highest score will be invited to an interview on Monday 23rd January 2017 at 10 am at Ty Glyn, Cwmbran. The Contract Administrator will then submit a report either recommending the appointment or the need to interview the next lowest scoring contractor.
