Description of the contract
Background:
Funding has been secured under the Welsh Government Environment and Sustainable Development (ESD) Grant and from Pembrokeshire Coast National Park Authority to develop a mechanism to guide and provide Green Infrastructure (GI) in the County. The project falls under the priority of better management of our natural resources including biodiversity and flooding and contributes to the Well-being of Future Generations goals and principles and the Environment (Wales) Act 2016.
This is a collaborative project between Pembrokeshire County Council (PCC) and Pembrokeshire Coast National Park Authority (PCNPA). The project area is a predominately rural peninsula and home to Britain’s only truly coastal National Park. Developing GI presents an opportunity to recognise the unique natural and historic environment in our towns and create multifunctional urban landscapes that will help tackle a range of issues from public health to climate change adaptation.
Project Aim:
The project aims to assess the potential of our built environments to deliver a more balanced landscape through the enhancement of green infrastructure, one that supports healthy, active living, boosts local economic regeneration and that is more environmentally resilient and sustainable.
Purpose:
The project has two main purposes:
1) The primary purpose is to produce a practical strategy for private landowners and communities, developers and public bodies (including Local Authority departments). It should explain what GI is and how it can delivered and identify and prioritise projects suitable for Pembrokeshire’s built environments. It should be visually stimulating and engaging and allow for quick reference to identify vulnerable areas and opportunities for GI enhancement.
2) The secondary purpose is to develop an evidence base to reinforce GI in the LDP, in preparation of Local Development Plan review. This is not a policy led project but the work will inform a GI policy position for PCC and evidence a potential joint GI Supplementary Planning Guidance.
Project Objectives
1. To recognise green infrastructure assets of the built and historic environment to enhance the locally distinctive landscape character.
2. Maintain and where possible enhance natural and semi natural features and promote the resilience of ecosystems.
3. Identify opportunities to improve connectivity to maximise benefits to people, places and nature.
