II.2.4) Description of the procurement
We are seeking to issue a Contract to provide a full and comprehensive Organisational Development (OD) and Payroll System.
The Contract will be awarded for a period of 5 years, with an option to extend for a further 5 x 1 year periods, to a single Supplier.
The organisation has achieved its key goals that were agreed at the time of its creation and is now entering a new phase in its development through the delivery of a new Corporate Plan. Plans include identification of more efficient and robust processes including self-service facility to provide the best possible customer experience and to provide solutions which make it as easy as possible for customers and staff to interact with us. In addition, the expansion of agile working has been a priority and a great success for the organisation as we now have as many mobile devices as desktop computers, which are anticipated to continue to grow.
Scope
Replacement of current multiple systems and tools in use for core HR data, absence management, HR reporting, training management, recruitment, induction, performance management, employee learning, employee engagement, declarations of interest, payroll etc. Add new critical functionalities around self-service, mobile access, workforce analytics, and succession management.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:
Tai Tarian is committed to contributing to the social, economic and environmental well-being of the wider community. Consequently, Community Benefits will be a mandatory contract clause. Therefore, as a minimum requirement, Tenderers will have to agree that community benefits will become part of the contract, if a Tenderer does not agree to this, then the Tenderer will be rejected.
This means, as part of their tender response, Suppliers will be asked to set out how they will deliver ‘community benefits’ through the contract by completing the ‘Menu of Options’ which will form their Community Benefits Plan, attached as Appendix 3.
Tai Tarian will be adopting the “core approach” as part of this procurement process. This means the Community Benefits Plan will be evaluated and scored as part of the tender process. However, contractual clauses will set out the specific targets for delivery, to be agreed within 60 days of commencement of the contract.
