Description of the goods or services required
As part of an ambitious work programme aimed at transforming service provision to support children and young peoples’ emotional wellbeing, Aneurin Bevan University Health Board (ABUHB) and its Local Authority and Local Education Authority partners are seeking to commission a peer support service that will support young people (aged 14-19) with their mental health and emotional wellbeing.
The purpose of the service is to support young peoples’ mental health, reduce feelings of isolation, and support a community-owned and -embedded approach to improving emotional wellbeing through:
• The provision of peer-to-peer support operating within a robust framework that ensures good support for those providing, as well as those accessing, support
• The provision of self-help and self-management courses
• The provision of one-to-one support with a focus on managing transitions
• Supporting social action: advocating for peers to support change that will lead to the development of contexts and structures that would support young peoples’ mental health and emotional wellbeing
There must be strong peer input to all aspects of the design, delivery and governance of this initiative.
The service is to be provided across the Gwent region, i.e. covering the Local Authority areas of Blaenau Gwent, Caerphilly, Monmouthshire, Newport and Torfaen. Access to the service should be through the single point of access for children’s emotional wellbeing panels that will be operational in each of the Local Authority areas of Gwent from early 2019, though to ensure accessibility the service must also be open to other mechanisms of referral, including self-referral
Key outcomes that the service would be expected to achieve include the following:
• Early access to peer support (peer-to-peer support, self-management courses, one-to-one transition support)
• Reduced severity and impact of mental health and emotional wellbeing issues
• Improved ability to cope with the impact of emotional and behavioural difficulties
• Achievement of outcomes that are important to young people, including the management of transitions
• Reduced feelings of isolation
• The co-production of services and contexts that support young peoples’ mental health and emotional wellbeing
• Preventing escalation of needs to specialist and statutory services (Education, Social Service, Youth Offending Services, specialist mental health and neurodevelopmental services)
The provider would be accountable to the Gwent CAMHS Transformation Steering Board, which reports to the Gwent Children and Families Partnership Board. The provider would be expected to report regularly to the Steering Board. Key performance indicators for the service will be finalised through wider stakeholder engagement as part of the whole-systems transformation process.
