Abstract

Project Seagrass are seeking to procure a robust workboat to conduct research and marine habitat restoration activities. A new build project or a refurbished second-hand vessel would be considered with either option providing a capable sea boat. In the case of a second-hand vessel, it must be of a high-quality with fixtures and fittings made from appropriate materials to provide longevity and avoid early wear and/or corrosion, and with a significant projected remaining lifespan. It will be suitable for conversion, where required, to meet Project Seagrass requirements. In the case of a new build, the builders will be expected to construct the vessel to a high-quality with fixtures and fittings made from appropriate materials that will provide longevity and avoid early wear and/or corrosion. A proven design with working commercial examples available for trial would be preferable. Due cognisance should be given to the relevant EU and UK legislation, Marine Guidance Notices and Codes of Practice including (but not limited to): • ‘The Code of Practice for the Safety of Small Workboats and Pilot Boats’ (The Workboat Code). This code is being updated as ‘The Small commercial Vessel and Pilot Boat Code’ (Brown Code). • MGN 280 Small Vessels in Commercial Use for Sport or Pleasure, Workboats and Pilot Boats – Alternative Construction Standards. • The Code of Practice for Noise Levels in Ships. • BS EN ISO 10088:2001 Small craft. Permanently installed fuel systems and fixed fuel tanks. • The International Regulations for Preventing Collisions at Sea. The vessel is to be MCA Coded Category 4 (20 miles from a safe haven in favourable weather & daylight) for 8 persons and shall be provided with all relevant lifesaving and safety apparatus commensurate with this level of coding and appropriate risk assessment (including but not limited to, life jackets and thermal suits). The vessel needs to be built to Lloyds SSC Rules and needs to be legally towable on UK roads by a typical ‘pick-up truck’ style 4x4. The design of the boat needs to facilitate near shore shallow working and have plenty of deck space. Stowage of all safety gear and the life raft needs to be provided to ensure desk space is maintained. The position of the helm needs to consider this need for space but also allow for movement of personnel at the rear of the vessel to aid with the deployment of equipment. An aluminium hull is our favoured design option. Project Seagrass are keen to consider landing craft style vessels that have a V shape or catamaran hull to aid stability and safety at sea. Other style (non-landing craft) aluminium hull designs will be considered. Flat bottom hulls (including those on landing craft) will not be considered since it is expected that the vessel will principally be deployed within the Irish Sea, Bristol Channel and adjoining estuaries. This area has very high tidal ranges (10 m) and is exposed to Atlantic swells. Minimum vessel length of 6 m; maximum length of 8 m; Minimum vessel beam of 2.5 m; maximum beam of 2.9 m; (size needs to fit within the legal limits of towing on UK roads). The construction of the hull needs to be of sufficient strength to enable routine drying out on intertidal sands. The vessel will require a high-quality chart plotter with depth echosounder including side scan, horn, appropriate bilge, compass, and have a built-in (console mounted) VHF radio (with additional hand-held waterproof VHF). The console will require a protective screen and the instruments will require a protective cover. Engines will also require protective covers. MCA standard Nav lights are also required.

The boat should come with appropriate heavy duty fendering. Built in D-type fendering would be favoured to maximise deck space, but deployable fenders are essential. The boat should come with appropriate an anchor (and spare).

The vessel will require a gate and removable ladder to facilitate SCUBA diving, together with a dive flag and mounting pole. The vessel also requires racks or appropriate fittings to stow at least 8 dive tanks. Additional stowage boxes for equipment are also required. All storage spaces must incorporate securing mechanisms.

The vessel will require a small removable ‘pot winch’ and arm. An A frame is required together with a safety bar to assist with the deployment of camera systems and lines from the stern of the vessel.

A warranty should be provided for all components.

Hull will need to be painted with a lettering and design (tbc) of the vessel name and activities.

The vessel needs to come complete with a twin axle braked road trailer, preferably an Easi-Move style with lights; winch; spare wheel; tie down straps and propeller bags.

3 Conditions for Participation

3.1

Minimum standards and qualification required

Boatyard must be able to demonstrate proven experience and a track record of sales of similar specification vessel design.

References and photographs of previous builds to be supplied.

Construction must comply with United Kingdom Boatbuilding Regulations, the United Kingdom Maritime and Coastguard Agency (MCA) small commercial motor vessel (Area Category 2) code of practice authorised by the Department of Transport (DoT) plus MCA Class VI Passenger vessel. Documentary evidence and/or certification of any such compliance must be provided. The boat weight and equipment should be distributed in a manner to promote good handling performance. An MCA surveyor must supervise the build, sea trial surveys with Project Seagrass staff must take place prior to delivery, MCA coding survey certificates (including A frame load testing) must be issued and inspected before delivery.

As a requirement of the Maritime and Coastguard Agency (MCA) of the United Kingdom, all equipment and parts provided must comply with all appropriate and relevant British construction and safety standards (BS) and respective documentary evidence must be provided.

A schedule of the completed vessel details must be provided. Such details to include, but not be limited to, Waterline Length, Overall Length, Overall Beam, Maximum Draught at Standard Displacement, Maximum Height at Standard Displacement and Overall Height, Hull Density.

A schedule of build must be provided with a proposed delivery date no later than Wednesday 30th June 2021, based upon contract signature in January 2021. Evidence of significant build progress must be provided by Wednesday 31st March 2021.

The tender specifications must include 1 day training for skipper and crew, delivery of the vessel to Project Seagrass (South Wales), with full fuel tanks and on-site handover.

Tender document to allow slight changes to equipment to ensure vessel is inclusive of all the necessary modifications to achieve MCA CAT 4. Final details to be negotiated with successful applicant.
