Abstract

The NHS Wales Shared Services Partnership, hosted by Velindre NHS Trust are acting on behalf of the Welsh External Quality Assurance Service (Weqas) within the Cardiff and Vale University Local Health Board who have a requirement for a used Inductively Coupled Plasma Mass Spectrometry (ICP-MS) system or equivalent design. The Reference Measurement Laboratory at Weqas develops primary and/or secondary reference methods in order to give stated, traceable, measurand values with known uncertainty in calibrator, QC and EQA material used within Laboratory Medicine. The work is of a highly specialised nature requiring highly trained staff and specialised equipment. Due to the nature of Reference Measurement Measurements, accurate data is required. Interferences for measurement need to be kept to a minimum therefore some form of reaction cell (He gas) will be required. Expertise with the equipment in question has been gained whilst on site at UHW and methods developed on this instrument. Purchasing of equivalent equipment to locate at Unit 6 is now the preferred option due to laboratory access restrictions at UHW with respect to Covid-19. The equipment provided must be capable of measuring all electrolytes currently measured using FAAS / FAES) within the Weqas Ref Lab scope of accreditation. The requirement is for an equivalent specification to a used and refurbished Agilent 7700 Series ICP-MS. The system must be no older than 11 years old. Total quantity or scope of tender

The contract will be awarded for the purchase of the equipment with a minimum one year warranty for analytical hardware and 3 months for accessories and spare parts required.

A potential maintenance support contract for one year may be awarded should this be economically advantageous to Weqas and funding is available.

1. The Contracting Authority reserves the right to award the contract in whole, in part or annul the tendering process and not award any contract.

2. Bidders should note that they will be required to enter into terms and conditions of contract as set out in the ITT and that save for matters of clarification or consistency the Contracting Authority will not negotiate the terms.

3. The Contracting Authority will not accept completed ITT's after the stated closing date.

4. All documents to be priced (where applicable) in sterling and all payments made in sterling.

5. All tender costs and liabilities incurred by bidders shall be the sole responsibility of the bidders.
