Abstract

We recently reviewed our Strategic Equality Objectives which were first published in 2015. Our new high-level strategic objectives for 2020 to 2024 were developed by working in collaboration with 11 other public organisations as part of The Wales Public Bodies Equality Partnership. Natural Resources Wales Board approved these objectives in September 2020, and we are looking for a supplier who is interested in working with us to develop a vision and key principles for Equality Diversity and Inclusion for NRW for the future to support the objectives. This work will help in developing an action plan to embed and drive equality diversity and inclusion into the heart of the organisation, as our normal way of working and help engage with more diverse communities as well as attract a workforce representative of the diverse communities we serve here in Wales. Key objectives for the contract are: - • To articulate our vision, principles and action plan in a meaningful way. • Create an organisation that is instinctively inclusive and diverse in nature, not a tick box exercise • Develop a strategic plan for April 2021 to March 2024 that embeds diverse and inclusive ways of working • The action plan needs to be balanced between external and internal focus: i.e. in service delivery, customer, internal representation of community and customer base. • An Engagement strategy to support the 3-year action plan • The engagement plan must ensure that both internal and external are ‘developed’ coherently together We need a supplier with expertise to assist us in developing our vision and key principles for Equality Diversity and Inclusion (EDI) for the future. Total quantity or scope of tender

The work will be carried out in two parts,

Part 1 will involve: -

• Undertake a summarative concise and focused assessment of our current external and internal approach to EDI

• Carry out an audit/survey externally and internally, gaining an understanding of who our customers/stakeholders are and their perspective of us as an organisation.

• Identify and engage with communities/customers we don’t but should be engaging with and seek their views of NRW, resulting in engagement pathways for the future.

• Analyse responses, identifying who are the people we are engaging with and identify any barriers to engaging with those hard to reach communities or communities/people/groups we are missing.

• Design and conduct an EDI gap analysis for internally and externally including ways of working.

• Provide a report and action plan of recommendations for a 3-year road map aligned to the strategic plan. Where applicable show the scope of benefits or impact assessment by undertaking the recommendations.

• Where survey/ discussion groups are undertaken externally and internally these would need to be conducted bilingually in Welsh and English in line with the requirements of our Welsh Language Standards Policy (section 2.4) and be inclusive using different approaches to reach people (Including socio economic consideration). All written material would need to be bilingual along with any accompanying documentation. A fluent Welsh speaker would need to be present if face to face or virtual meetings are held. NRW will be able to advise on Welsh language requirements and how to access facilitation if required.

• Advise on best practice in embedding EDI into all our processes and develop ways of working and culture and how we effectively measure performance and progress from senior leaders to staff.

The outcome will be a report and actions recommended from the best sectorial practice which is also bench marked against the highest performers in our sectors; following completion of Part 1 of this contract will be subject to review, discussion and agreement with Natural Resources Wales before commencement of Part 2 to the supplier.

Part 2 of contract is not guaranteed. Part 2 will only commence if NRW are confident the objectives will be met.
