II.2.4) Description of the procurement

NWSSP on behalf of the Cardiff and Vale University Health Board who sought to appoint a Strategic Advisor to support the University Hospital Wales 2 Programme.

The Strategic Advisor will specifically work with Health Board to deliver the Programme Business Case. On completion and achievement of the required approvals by the Board of Health Board and by the Welsh Government, Health Board may request that the Strategic Advisor provides further support for the development of the detailed business case stages leading up to the construction phase.

The Health Board is seeking a Strategic Advisor ideally with a track record on 1bn+ GBP schemes, who will support the Executive Team, and who can provide the range of capacity and expertise to work collaboratively with the existing organisational teams to deliver the Programme Business Case.

There is a capped budget for the core requirement of GBP 250,000.00

The timescales are to develop and draft the PBC by 12/2/21 (with an interim delivery of approved content by 31/1/21 which would facilitate stakeholder communications) which will achieve support and approval from key stakeholders within a challenging timescale, consistent with the Treasury’s Green Book and with the express inclusion of:

- The purpose of the PBC;

- The case for change including strategic, economic, commercial, financial and management. Should include a focus on the sustainbility and regeneration of South Wales;

- Programme Governance Including stakeholder management arrangements;

- Strategic priorities in the development of the Programme; and

- Development process - early site options, key stages, timeline and milestones for the whole development, level of engagement and link to sustainable objectives.

- Advise on the overall content, consistent with delivering a successful PBC and Programme; and

- Review our clinical strategy and help develop it to a state suitable for a PBC, and set out how to develop it through the greater levels of detail demanded by SOC, OBC, etc.

- To support engagement with key stakeholders (staff, patients, public sector partners, etc) during the development of the PBC in order to gain appropriate input and feedback and ultimately to achieve support and approval from all decision-makers.
