Abstract

For around two decades Sport Wales has been developing resources to support teachers, coaches and other deliverers to provide quality sport and physical activity experiences for young people. Our challenge is that the resources we own are not in a user-friendly format. Historically, artifacts have been produced in formats such as pdf or PowerPoint and provided to schools in hard copy. With stocks of the hard copy resources at zero, the obvious solution would be to provide the digital files online. However, they do not meet the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018. With the changes to the Welsh Curriculum edging closer, we need to ensure that existing resources are made available as soon as possible in an engaging, digital and accessible format, whilst also considering the end-user needs for current and future curriculum developments. Description of the goods or services required

1 Physical Literacy Solution – including hosting and support

Lot 3 Service Discovery

Total quantity or scope of tender

The budget allocated to this programme of work is split across the two phases identified in the Contract Term as follows:

• Phase 1:

£100,000, to be delivered by the given end dates above, which include:

Lot 1 – full implementation of the developed or provided solution

Lot 2 – full content re-design and implementation

Lot 3 – Full discovery and final report

• Phase 2:

Undefined budget (Please provide a cost based on requirements), which will include:

Lot 1 – full hosting and support for 24 months, plus 12 month option as detailed above

Lot 3 – any further discovery work awarded as per the above options

Use of sub-contractors:

Sport Wales accepts the use of sub-contractors for this requirement at the risk of the prime supplier. All suppliers are required to detail all personnel engaged in the delivery of this provision, including clear and evident identification of sub-contractors.

Sub-contractors will be the sole responsibility of the supplier for which the tender is submitted, and will accept all personal and operational liabilities for each sub-contractor.

Where sub-contractors are used, evidence of sub-contractor insurances may be requested by Sport Wales prior to award.

3 Conditions for Participation

3.1

Minimum standards and qualification required

Sport Wales is required by law to ensure all digital content created and serviced adhere to the following:

•Welsh Language Act 1993. A copy of our Welsh Language Standards can be found on our website

•Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018

•Data Protection Act 2018

Suppliers must also have in place Cyber Essentials Certification and be able to provide UK/EEA cloud services.
