IV.1) Description

IV.1.1) Type of procedure

Justification for selected award procedure:

The procurement falls outside the scope of application of the Directive

Explanation:

DP Medical are the only supplier who are able to provide hardware for use with their Colposcopy Imaging equipment.

DP Medical Mediscan is used in Colposcopy units across all Health Boards in Wales and is an important clinical tool which enables imaging of colposcopic assessments. The system includes:

-Cameras

-Hardware (Screens & Desktops)

-Supporting IT systems.

The current Mediscan system runs using an ONYX platform, the supplier (DP Medical) informed all users that this platform would be fully de-commissioned in July 2023 and replaced with a new platform. System users were notified of the decommissioning in June 2022. To enable service continuity Cervical Screening Wales will need to upgrade all associated hardware units.

NHS Wales Shared Services Partnership on behalf of Public Health Wales NHS Trust will allow a minimum 10 calendar day standstill period between notifying the award decision and awarding the contract.

Unsuccessful tenderers and applicants are entitled to receive reasons for the decision, including the characteristics and relative advantages of the winning bid and the reasons why the tenderer/applicant was unsuccessful.

Should additional information be required it should be requested of the addressee in section I.1.
