Presentation at an Emergency Department often represents a person’s initial experience within a hospital system and thus a unique opportunity to establish a positive first impression. These visits frequently occur during times of stress and uncertainty for a patient and their family, and the Emergency Department care environment is one that faces a myriad of challenges. In order to respond to these challenges, the Welsh Government, in collaboration with the National Collaborative Commissioning Unit and NHS Wales Health Boards and Trusts, are seeking to establish an Emergency Department Well-being & Home Safe Service.

The Services to which this Notice relates fall within the Regulation 74, section 7, chapter 3, part 2 of the Public Contracts Regulations 2015 (Regulations). Although the contracting authority may voluntarily adopt certain provisions in the Regulations neither the employment of any particular terminology nor any other indication shall be taken to mean that the contracting authority intends to hold itself bound by any of the Regulations save those applicable to services falling within Regulation 74.Bidders should note that they will be required to enter in to terms and conditions of contract as set out in the tender documents and that save for matters of clarification or consistency the contracting authority will not negotiate the terms.
For the avoidance of doubt, Velindre University NHS Trust (the contracting authority) will award the contracts as hosts of NHS Wales Shared Services Partnership Procurement Services.
All tender costs and liabilities incurred by bidders shall be the sole responsibility of the bidders. The contracting authority reserves the right to award part of the contract or to award no contract in relation to this Procurement. In no circumstances will the NHS Organisations incur any liability in respect of the foregoing.
