Applicants should, as part of their bid, confirm that they are able to accommodate the following time-scale for returning completed translations:
i) 1-3 A4 pages within 24 hours;
ii) 3-5 A4 pages within 3 working days;
iii) Electoral/Boundary reports within 10 working days; and
iv) Any longer documents time scale to be negotiated.
Estimated Volume
The Commissions publish their reports giving details of their review proposals for distribution to principal councils in Wales, parliament and other interested bodies. The work of the Commissions is subject to the requirements of legislation, directions issued by the Welsh Government, the Cabinet Office and the area under review. It is therefore not possible to give a precise figure for the volume of translation work required during the life of the contract. However, the following should be taken as a guide:
LDBCW – A total of 24 electoral review reports of approximately 4,500 words each. These reports are expected to be distributed with a heavy workload in the latter two years of the 3 year period of the contract.
BCW – 2 reports of approximately 4,000 words each plus an Assistant Commissioners’ report of approximately 26,000 words.
Annual Report – The Commission’s Annual Report and Accounts published each September/October will be approximately 7,600 words in length.
Ad Hoc Work – There will also be the ad hoc work (i.e. translation of letters, meeting minutes, press notices, web pages etc.) for which estimate can not be made, as it is not possible to predict the demand.
Proof reading of reports and other documents – All reports and ad hoc translations should be proof read before sending back to the Commission.
Welsh telephone answering service (when necessary) - The Commission’s Welsh Language Scheme states that if no Welsh speaker is available in the Commission to take a Welsh speaking caller, then the caller will be given the option of speaking to our external interpreter should they wish to continue the call in Welsh. We have not needed to call on our translators to provide this service as of yet, but we must have provision for it.
Interpretation facilities (when necessary) – The Commission hold meetings with principal councils and periodically organise public meetings throughout Wales and welcome people who wish to speak in Welsh. We have a commitment, therefore to provide interpretation facilities, as and when necessary. Please note that this work will not form part of the contract but will be tendered for as and when required. We would ask however that item number 9 in Section C is completed for information purposes.
It is estimated that 95% of the total work will be translation from English to Welsh.
