Abstract

The National Botanic Garden of Wales (the Garden) has HLF and other funding to undertake the first (Development) stage of a project to restore a Regency waterpark within the parkland of the Middleton estate. Much of the parkland is a National Nature Reserve (Waun Las NNR). The Garden is seeking an ecological consultancy to undertake a preliminary desk study, a range of wildlife and habitat surveys and prepare an ecological impact assessment. The ecological consultancy will be required to work collaboratively with the Client and Project Design Team to ensure that emerging restoration proposals avoid or mitigate any adverse impacts on the parkland wildlife, consult with statutory authorities to agree ecological mitigation, management and monitoring, as part of the protected species licensing process and relating to statutory consents.

Description of the goods or services required

The National Botanic Garden of Wales (the Garden) has HLF and other funding to undertake the first (Development) stage of a project to restore a Regency waterpark within the parkland of the Middleton estate. 3 Conditions for Participation

3.1

Minimum standards and qualification required

Prospective Tenderers should submit documentation to demonstrate / substantiate the following:

1. a proven track record, specialist knowledge, and practical field experience of working on similar sites to the Middleton estate (that is, historic parks and gardens & National Nature Reserve);

2. sufficient, suitably qualified and licensed staff to undertake a range of habitat and wildlife surveys including bryophyte, lichen and fungi sampling, hedgerow survey, and surveys of breeding birds, winter birds, otters, badgers, reptiles, amphibians, targeted invertebrate surveys, bat assessment, and dormice assessment.

3. experience of preparing ecological impact assessments relating to engineering works, particularly affecting water bodies, water retention features and water courses;

4. experience of liaising with statutory bodies to agree mitigation proposals, methods of working and licensing to undertake works which might impact upon protected species and vulnerable habitats;

5. testimonials and reference details from recent relevant commissions undertaken with the last 5 years.

Otter Habitat Survey Q2. In the list of Ecological Services Required the brief asks for bryophyte, lichen and fungi sampling, and targeted invertebrate surveys. Could further information be supplied as to the level of survey effort expected for the sampling and what the invertebrate surveys would be targeting? A2. The relevant sections from the draft specification (to be issued to tenderers_ read as follows: Bryophyte, lichen and fungi sampling. Sample and record bryophytes (mosses and liverworts), lichens and fungi, within Survey Zones 1 and 2. These have not been comprehensively surveyed in the past, although many records of significance have been made at the Middleton estate in recent years. Working with the Garden’s Outreach Officer and other Garden staff, the Consultant Ecologist may be asked to manage the recording of bryophytes, lichen and fungi recording by Garden staff and/or suitable volunteers. The tenderer should identify any difference in fees if the work is undertaken solely by paid ecologists, or undertaken with the help of Garden staff and/or suitable volunteers. Invertebrate survey. Many invertebrate groups are represented on the Middleton estate. Surveys of the following groups are required: - Butterflies - Moths - A targeted winter survey for Brown Hairstreak eggs in suitable habitat, working with a professionally led team of volunteers. - General invertebrate surveys should be undertaken at least four times over the spring, summer and autumn periods. The survey report should include a list of all species recorded with their mapped locations, together with a commentary on their significance, habitat requirements and recommendations for the conservation and enhancement of habitats to support and increase invertebrate diversity.
