Abstract

We are seeking to appoint a contractor to provide ongoing monitoring and evaluation services in relation to the Cywain project. Project Background Cywain is a 5 year strategic project which will offer a seamless provision for growth orientated Welsh food and drink businesses, bringing together and building on the successes of the existing Cywain programme which started in 2009 and the Fine Food and Drink Clusters pilot which started in 2016. The project will support: - start up (businesses under two years of age) and micro businesses that are scaling up. - SME’s will be account managed and offered targeted interventions - Businesses of all sizes who want to cluster together or establish a special interest group to address specific business issues affecting sector growth. The proposed Cywain project has been developed by Menter a Busnes in partnership with the Welsh Government Food Division. It is strongly aligned with Welsh Government and European policies and therefore is a key mechanism to deliver strategy. The Cywain project funded through the previous RDP established a successful delivery model of targeted support to SME’s within the food sector in Wales, and has been cited as an exemplary case study of good practice on the ENFRD website for other European Nations developing delivery models under the current RDP programme. Cywain is widely recognised by industry as a blueprint for capacity development, collaboration and driving change, and will build on that approach and develop a suite of new support provision. This will incorporate a diagnostic service for growth businesses and the clustering methodology, which has been piloted by the Welsh Government Food Division and delivered by Menter a Busnes over the past 2 years. The proposed project will greatly develop the capacity of Micro businesses and SME’s within the food and drink sector in Wales; as well as harnessing the growth potential of new and existing businesses to ensure they maximise the business opportunities available. The contractor will be required to deliver three distinct work packages which are outlined below. It is anticipated that there will need to be high levels of input between March and June 2018 as the project gets underway and systems are developed: - Establishing a Baseline & Monitoring: Evaluate and develop our monitoring and reporting systems and review activity over the last two years; - Mid Term Evaluation: achievements against objectives & outputs; - Final Evaluation: If there is evidence of need & how Cywain should be developed and sustained.

Description of the goods or services required

We are seeking to appoint a contractor to provide ongoing monitoring and evaluation services in relation to the Cywain project.

Project Background

Cywain is a 5 year strategic project which will offer a seamless provision for growth orientated Welsh food and drink businesses, bringing together and building on the successes of the existing Cywain programme which started in 2009 and the Fine Food and Drink Clusters pilot which started in 2016. The project will support:

- start up (businesses under two years of age) and micro businesses that are scaling up.

- SME’s will be account managed and offered targeted interventions

- Businesses of all sizes who want to cluster together or establish a special interest group to address specific business issues affecting sector growth.

It is anticipated that there will need to be high levels of input between March and June 2018 as the project gets underway and systems are developed:

- Establishing a Baseline & Monitoring: Evaluate and develop our monitoring and reporting systems and review activity over the last two years;

- Mid Term Evaluation: achievements against objectives & outputs;

- Final Evaluation: If there is evidence of need & how Cywain should be developed and sustained.
