NRW require a wide range of species, plant types, provenances and numbers to restock the varying site types. This all Wales plant supply tender consists of 3 lots in line with regional boundaries North, Mid and South. NRW is seeking to award 3 separate contracts to deliver its short-term plant requirements across the WGWE up until 31st May 2022, by which time a new long-term contract will be in place. II.2.4) Description of the procurement
NRW manages the Welsh Government Woodland Estate (WGWE) on behalf of the Welsh Government reflecting the principles outlined by the Minister in “The Role and Purpose of the WGWE”. The WGWE will be managed in line with the UK Forestry Standard (UKFS) and be independently certified by the Forest Stewardship Council (FSC). NRW has strategies for developing resilient woodlands which include species and genetic diversity.
There is an overarching principle that NRW will only purchase plants that are grown in the UK from seed or UK cuttings.
As part of the management, NRW is responsible for the restocking of the WGWE and requires suitable plants to fulfil this function. The annual restocking programme can vary considerably from 1000ha - 1800ha with further plants required to “beat up” gaps in existing planted sites.
We anticipate awarding these short-term contracts in April 2019 to begin supplying NRW from 1st October 2020. Interested bidders can bid for all 3 lots or any of the 3 smaller individual geographical lots should they prefer. NRW recognises that due to the short lead in time for these contracts that some of the plants will already be growing in the nursery. It is clear therefore that there will need to be some compromise in relation to plant type and provenance. Any compromise will need to be agreed with relevant NRW contract manager in advance.
The scope of supply includes the following categories of material:
Bare-rooted conifers including vegetatively propagated plants
Bare-rooted broadleaves
Cell-grown conifer including vegetatively propagated plants
Cell-grown broadleaves
A proportion of the conifer supplied will need to be insecticide treated.
