Abstract

Owing to the large number of Ash trees infected with the Ash dieback disease (Hymenoscyphus fraxineus) across the county borough of Neath Port Talbot, the authority invites tenders from suitably experienced and competent contractors for the inspection of all Ash trees which are adjacent to the authority’s highway network. It is expected that the survey will commence no earlier than the 1st June 2020 and be completed by the 30th September 2020. The highway network consists of the following classifications with a total of 855.51 linear kilometres:- Class A 140.05kms Class B 63.42kms Class C 53.14kms Class U (unclassified) 598.90kms Regardless of species or variety, the contractor is to inspect all Ash trees above 5 metres in height which are within falling distance of the public highway or footpath and evaluate all Ash trees for the severity and level of disease infection. All trees with crown dieback in excess of 50% will be marked by the contractor on the side facing the centre of the highway. The contractor will be required to provide and submit a detailed list of the total number of all the marked trees and their species subdivision for each named or numbered highway in three individual size categories:- Small (S) – trees between 5 and 10 metres in height Medium (M) – trees between 10 and 18 metres Large (L) – trees higher than 18 metres To allow the authority to calculate the percentage of infected trees and the required tree removal works, the contractor will also be required to supply the total number of Ash trees and their species subdivision in each of the size categories itemised above which are within falling distance of the public highway. At the end of each two week period of the contract the updated details of the survey will be forwarded, by email to the Supervising Officer. The contractor operatives will be in possession of a recognised arboricultural / tree surveying qualification e.g. LANTRA Basic Tree Survey and Inspection Certificate. There are no Lot requirements.

Description of the goods or services required
