Welsh Ministers (WM) wish to procure a Designer and then a D&B Contractor for its A55/A494/A548 Flintshire Corridor Improvement project. WM are currently envisaging appointing a Designer to develop a preliminary design to WM’s Key Stage 4 project status. WM will then seek to appoint a D&B Contractor for the completion of detailed design and construction of the project.
WM have appointed an Employers Agent, Corderoy and Capita, to manage the project.

II.2.4) Description of the procurement
WM seek to appoint a Designer to undertake the design services at Welsh Government Key Stage 3 (Preliminary Design) and Key Stage 4 (Statutory Processes) for the A55/A494/A548 Flintshire Corridor Improvement. The Designer will work alongside the WM Employers Agent (Corderoy and Capita) and WM to develop the design to the end of Key Stage 4 (statutory processes) at which point the Designer will complete their services. WM will then seek to appoint a D&B Contractor for the completion of detailed design and construction of the project.

VI.3) Additional information

WM currently envisage procuring the following parties against the WM proposed phased approach for the project:
Designer undertaking (i) Key Stage 3 Preliminary Design and (ii) Key Stage 4 – Statutory Process
D&B Contractor undertaking (i) Key Stage 6 – Detailed Design and Construction

B. A written commentary against on the WM proposed approach, in particular the appointment of a Designer and then a D&B Contractor rather than alternative procurement routes. Please include details around the potential benefits and disadvantages to this approach, as well as setting out any other matters you feel WM should be aware of when finalising its sourcing strategy (max. of 2 sides of A4).
