Abstract

The Housing Act 2014 has enabled Wales to establish a unique policy framework for the delivery and management of affordable homes. The Act, coupled with policy changes and the introduction of welfare reform has therefore presented a number of serious challenges to some Local Authorities in Wales. However, there are also opportunities through the removal of the HRA borrowing cap and the delivery of Council's WHQS programme of Works that the onus has now switched for collaborative and regional working to deliver high quality homes and effective services. As part of these requirements Caerphilly County Borough Council are now seeking to engage a consultancy that shares the Council’s ethos and understanding in order to develop an ambitious and yet deliverable Local Housing Strategy.

2.1

Title

Supply & Development of a CCBC Local Housing Strategy

2.2

Description of the goods or services required

The Housing Act 2014 has enabled Wales to establish a unique policy framework for the delivery and management of affordable homes. The Act, coupled with policy changes and the introduction of welfare reform has therefore presented a number of serious challenges to some Local Authorities in Wales.

However, there are also opportunities through the removal of the HRA borrowing cap and the delivery of Council's WHQS programme of Works that the onus has now switched for collaborative and regional working to deliver high quality homes and effective services.

As part of these requirements Caerphilly County Borough Council are now seeking to engage a consultancy that shares the Council’s ethos and understanding in order to develop an ambitious and yet deliverable Local Housing Strategy.

Total quantity or scope of tender

The Local Housing Strategy required must take into consideration the following criteria:

(1) Set the vision for the way in which homes are provided and managed within the County Borough over the next 5 years.

(2)Consider the nature and way in which services are currently provided and whether these services are future ready and fit for purpose.

(3) Take into account of the need to increase the supply of affordable homes in the private sector.

(4) Take into account the issue of homelessness and how both landlords and partners can work better together to reduce dependency on bed and breakfast accommodation.

(5) Reiterate how the Authority can raise the profile and importance of housing in relation to health and wellbeing.

(6)Take into account the view and thoughts of under represented groups and those with protected characteristics.

(7)Provide innovative solutions to the challenges of empty homes and marginalised neighbourhoods.

(8)Ensure that the Local Housing Strategy is underpinned by a robust Equality Impact Assessment, Action Plan and Risk Assessment.

The winning bidder must also provide the following as part of this tender process:

(1)Provide three (3) bound copies and three (3) unbound copies of the final strategy together with a complete digital version to the Council.

(2)Provide a response to how you intend to consider and meet the 5 ways of working and 7 well being goals in accordance with the Well Being of Future Generations Act (2015)

Additional Information

As part of the process, the tender will be undertaken utilising Caerphilly CBC's Proactis Portal e-tendering system.

Therefore, companies are invited to follow the directions below to register on the system:

1. Log in to the Proactis Portal E-tendering system at https://www.proactisplaza.com

2. Click the "Sign Up" button.

3. Enter your details such as Organisation Name, Details and Primary Contact Details.

4. Please make a note of the Organisation ID and Login Name, then click Register.

5. You may then receive an email from the system asking you to Click here to activate your account. This takes you to Enter Organisation Details. Or you may be redirected straight to your account home page, depending on your browser.

6. Please enter the information requested, click Next and follow the instructions ensuring that you enter all applicable details.

7. In the Enter Product Classification screen please ensure that you select the Product Classification Codes (CPV Codes)that appear in the tender notice.

8. Accept the Terms and Conditions and then click Next. This takes you in to the Welcome window.

9. In the Welcome window please enter your Organisation name, Organisation ID and User Name (User ID). You now need to create your unique password. Please ensure that you make a note of this along with the other information already recorded.

10. Now click Done and you will enter the Supplier Home page.

11. From the Home Page, go to the “Opportunities” area, where you can search for this Opportunity. Click on the "Show Me Arrow" of the relevant opportunity and then click to register your interest on the relevant button.

12. Click the Opportunities Icon on the left of the page so that the page is refreshed, then, click on the "Show Me Arrow" of the relevant contract again and this will take you into the create a response section of the portal.

13. Note the closing date for completion of the relevant project. Please review the tabs at the top of the page as there will be information relating to the project held here.

14. You can now either continue to fill out this area and create a response or if the project is not of interest to you Decline this opportunity by clicking the "Decline" button at the top of the page.

The Well-being of Future Generations (Wales) Act came into force in 2015 and is about improving the social, economic, environmental and cultural well-being of Wales. Bidders shall therefore be required to detail within their tender submission for this arrangement what actions your organisation will commit to undertake to meet the Well Being Goals within the Act if you are awarded the business.
