Abstract

Social Care Wales is the regulator of the social care workforce in Wales. That means we register practitioners, set standards of practice and make sure workers are fit to practise. We are also responsible for developing and improving the workforce, improving services, setting priorities for research and gathering data. We are funded by the Welsh Government. The primary responsibility for effective training, development and qualification provision for the social care workforce remains with employers. The Social Care Wales Workforce Development (SCWWDP) grant is intended to provide a significant supplement to the resources provided by employers. It is intended that during 2021, a full review of the SCWWDP grant will take place with a revised approach to grant delivery commencing in April 2022. We would want to undertake this review in full partnership with the regional workforce partnerships covering the statutory, independent and third sector and align the delivery of the grant to the ambitions and themes of the health and social care workforce strategy launched in October 2020 The general objective To undertake a full and detailed review of the SCWWDP grant, providing recom-mendations for how this workforce investment could be most effectively utilised for the sector from 2022. The review should also consider the priorities for the grant and include approaches to implementation application and monitoring processes. The final report will include scenarios based on an increase in funding, a standstill in funding and a decrease in funding, clearly identifying what is achievable in each of these 3 scenarios. Please see specification for more detail

Review of the Social Care Wales Workforce Development Programme (SCWWDP) Grant

2.2

Description of the goods or services required

We would want to undertake this review in full partnership with the regional workforce partnerships covering the statutory, independent and third sector and align the delivery of the grant to the ambitions and themes of the health and social care workforce strategy launched in October 2020

The general objective

To undertake a full and detailed review of the SCWWDP grant, providing recom-mendations for how this workforce investment could be most effectively utilised for the sector from 2022. The review should also consider the priorities for the grant and include approaches to implementation application and monitoring processes.

The final report will include scenarios based on an increase in funding, a standstill in funding and a decrease in funding, clearly identifying what is achievable in each of these 3 scenarios.
