IV.1.1) Type of procedure

Justification for selected award procedure:

The procurement falls outside the scope of application of the Directive

Explanation:

1. Hermes GOLD software is a unique product that will allow the Health Board's Nuclear Medicine Service to manage data and workflow more effectively. For example, in storing any type of data (i.e. non-DICOM) in multiple archives.

2. Hermes provides the most accurate and consistent quantitative SPECT reconstruction on the market due to unique patient-specific Monte-Carlo-based algorithms, as confirmed in scientific publications.

3. Hermes is a market-leader in Molecular Radiotherapy (MRT) Dosimetry with numerous unique products and features, including:

a. Y90 Bremsstrahlung SPECT reconstruction using unique Monte-Carlo techniques and accurate collimator response modelling uniquely enabling quantitative SPECT/CT imaging of Hepatic Microembolisation β-therapies.

b. Hermes Voxel Dosimetry™ has a unique dose simulation method using Monte-Carlo techniques to provide improved accuracy and information-availability of the voxel-based dose calculation.

c. Uniquely the only supplier to seamlessly integrate with OLINDA/EXM 2.1: an industry-standard organ-based dose calculation software.

4. Hermes includes a unique Liver Remnant Analysis application (based on work by the Amsterdam group) as part of our standard NM Processing applications suite.

5. Novel registration algorithm for amyloid PET brain scans using principal component analysis and a hybrid template from ‘Normals’ and dementia patients

6. Hermes is the only supplier with a full complement of NHS-trained applications specialists based in the UK. This means that we avoid the potential complication of sending sensitive healthcare data outside of the UK during support requests.
