Abstract

Caerphilly County Borough Council’s Housing Services has the requirement for the Provision of Security at Ty Fesen and other related emergency accommodation. Title

Provision of Security at Ty Fesen

Description of the goods or services required

Caerphilly County Borough Council’s Housing Services has the requirement for the Provision of Security at Ty Fesen and other related emergency accommodation.

Ty Fesen provides short term accommodation to households that present themselves as homeless to the Local Authority. Households include couples with children, single parent families, couples and single female/males.

Total quantity or scope of tender

The contract period for the Provision of Security at Ty Fesen is from 01 April 2021 – 31 March 2024 with an option to extend for up to a further period of twenty four (24) months extended on an annual basis.

This contract is being tendered under the Public Contracts Regulation 2015, schedule 3, falling within Regulation 74-77, otherwise known as the Light Touch Regime.

3 Conditions for Participation

3.1

Minimum standards and qualification required

The procurement process for this contract shall follow a two-stage, Open Procedure. Candidates will be required to pass the selection stage response before the specification response will be considered.

Stage one - This stage consists of pass / fail questions that must be completed in full. Failure to complete will result in the submission being rejected. Candidates are required to pass all pass / fail questions to proceed to the specification response stage. Any candidate that receives a fail based on the scoring methodology will be eliminated from the process at the point where the fail occurs.

Stage Two - Award Stage

Quality 60%

The quality aspect will be divided into categories consisting of:

Tender Response 35%

Interview 25%

Candidates are required to achieve scores in line with the scoring methodology.

Following completion of the Tender Response & Price, the Top Four Ranking Providers will be shortlisted to attend the Interview stage of the evaluation process more if scores are tied. The Council reserve the right to hold the Fifth Ranked provider as a reserve and if necessary invite the Organisation to the Interview stage of the evaluation process.

As part of the process, the tender will be undertaken utilising Caerphilly CBC's Proactis Portal e-tendering system.

Therefore, companies are invited to follow the directions below to register on the system:

1. Log in to the Proactis Portal E-tendering system at https://www.proactisplaza.com

2. Click the "Sign Up" button.

3. Enter your details such as Organisation Name, Details and Primary Contact Details.

4. Please make a note of the Organisation ID and Login Name, then click Register.

5. You may then receive an email from the system asking you to Click here to activate your account. This takes you to Enter Organisation Details. Or you may be redirected straight to your account home page, depending on your browser.

6. Please enter the information requested, click Next and follow the instructions ensuring that you enter all applicable details.

7. In the Enter Product Classification screen please ensure that you select the Product Classification Codes (CPV Codes)that appear in the tender notice.

8. Accept the Terms and Conditions and then click Next. This takes you in to the Welcome window.

9. In the Welcome window please enter your Organisation name, Organisation ID and User Name (User ID). You now need to create your unique password. Please ensure that you make a note of this along with the other information already recorded.

10. Now click Done and you will enter the Supplier Home page.

11. From the Home Page, go to the “Opportunities” area, where you can search for this Opportunity. Click on the "Show Me Arrow" of the relevant opportunity and then click to register your interest on the relevant button.

Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:

Service Providers will be expected to provide Social Value in terms of the Themes, Outcomes and Measures(TOMS)which shall be a core requirement of the contract but not scored.
