Governance Support for Partners

Description of the goods or services required
The purpose of this tender is to ensure strong governance and leadership across the sector.
Setting high aspirations for how the sport sector is governed and led is central to our purpose of enabling sport in Wales to thrive. Sport Wales is commissioning a total of 3 packages of work (including this one) to run concurrently for 24 months with an option to extend for a further 12 months if both parties are willing to do so. These focus on governance support; finance and financial governance support; and governance assurance.
We are seeking a partnership(s) that can be flexible, agile and adapt to the needs of a changing sector that enables the sector to thrive and be seen as leading in Governance.

Total quantity or scope of tender
Once a preferred bidder is identified, we are proposing to host a scoping session. This will define:
- Precise role and remit - and what constitutes 'basic' governance advice
- Priority partners
- Intelligence on current trends and priorities
- Other areas requiring more definition before a detailed contract is prepared and signed.

3 Conditions for Participation

3.1

Minimum standards and qualification required
The successful applicant will be expected, as a minimum, to:
• Offer governance and leadership advice to agreed partners.
• This may include for example, although not exclusively, articles, strategy, board skills audit, board diversity, governance action plans, risk management, board behaviours, stakeholder engagement, board training and evaluation.
• Offer specific advice on a range of equality, diversity and inclusion issues, including the Sport Wales Board Diversity Policy Position. See Appendix 1.
• Review and report performance of partners every 6 months.
• Identify key areas of learning and emerging practice.
• Deliver regular governance training/development opportunities.
In delivering the above, Sport Wales expects the successful applicant to ensure that staff / consultants appointed to support partners are appropriately experienced and hold the requisite qualifications. As a minimum all staff / consultants would be required to evidence significant experience in providing governance expertise and advice to support a range of organisations. Tenders should include specific information on which staff / consultants are likely to be used in supporting this work.
Tendering organisations will be expected to deliver the work flexibly, both face-to-face and virtually.
