This includes an NEC3 conditions of Contract with Bills of Quantities in 2 options, for reinstatement of the stone face cladding to river training wall and will require works to be carried out from within the river channel and the river bank at the top of the river training walls.

Total quantity or scope of tender

The works is as follows:

• Reinstatement of stone cladding to the front face of river training walls.

• Retrieval of precast concrete copings and steel parapets from within the river channel.

• Relaying of retrieved and dislodged pre-cast concrete copings.

• Re-erection of retrieved and dislodged steel parapets.

• Backfilling washed out earth material from behind the river training wall.

In places, particularly at interfaces with the replacement / existing cladding, areas of the existing cladding may need to be taken down, if discovered to be storm damage.

The taking down of any loose stone cladding and the reinstatement cladding works will require temporary works, in order to facilitate safe working access from within the river channel and from height when working from the top of the river bank.

All unsupported precast concrete copings and steel parapets will require temporary support, until permanent support is re-established.

Vehicular access and travel routes to the various site locations within the country park are narrow, restricted and in use by members of the public / Parks Rangers, thus suitably sized plant, machinery and vehicles must be selected and all site traffic must be managed.

The river flow is subject to rapid change when it rains, and water levels can rise several meters in storm conditions.

Construction details of the river training wall are unknown, however, it appears to be a soil reinforced earth retaining structure with pre-cast concrete facing panels. Thus the designs for any temporary works must consider minimising surcharge loads.

The height of the river training wall at site location one is approximately 5.5m, and at site location two it’s approximately 2.7m.

At site location one, during the dry season the bedrock at the foot of the river training wall becomes exposed.

At site location two, during the dry season, the water level in front of the river training wall is expected to be approximately 0.7 meters deep.

Ground conditions along the river bank are expected to be poor, and are steeply graded at site locations one and two. Thus the contractor must ensure suitable temporary works are designed and correctly implemented to facilitate safe access and working conditions.

Suitable temporary works design and implementation by contractors to facilitate the works whilst maintaining use of the immediately adjacent footway and highway.

All properties have been subject to vandalism and theft thus must all be individually evaluated for safe access to undertake the works. Asbestos is identified in Refurbishment and Demolition surveys, however vandalism may have resulted in damage to asbestos containing material and created further contamination.

3 Conditions for Participation

Minimum standards and qualification required

In order to be able to undertake construction related work for the Council in the value band below the EU procurement threshold and on this specific project, it will be a mandatory requirement for all suppliers to hold SSIP membership with an Health & Safety Accredited body through an SSIP approved Scheme.

Well Being of Future Generations Act 2015 - Bidders are required to detail within their tender submission what actions their organisation will commit to undertake to meet the Well Being Goals within the Act if awarded the contract.

Tenderers must express an interest in this tender by completing the following:

1.Log in to the Proactis Supplier Portal at https://supplierlive.proactisp2p.com/Account/Login

2.Click the ‘Sign Up’ option on the Portal homepage (If already registered go to point 11).

3.Enter your correct Organisation Name, Details and Primary Contact Details.

7.In the Classification section please ensure that you select the Product Classification Codes (CPV Codes) that appear in the tender notice, it is essential that only CPV Codes specific to your organisation are added to your profile.

8.Buyer Selection. At this stage you are required to indicate which Buyer Organisations you would like to register with. Please remember to register with Caerphilly to ensures that you will be alerted to all relevant opportunities.

12.Refresh your screen by clicking on the opportunities icon located on the left hand side, to view the opportunity click the blue arrow.
