Abstract

The procurement is required to commission an external evaluation of the homelessness programmes: Housing First, the Youth Homelessness Innovation Fund and the Phase 2 Transformation approach. These three programmes have many common aspects, therefore it is the Welsh Government’s intention to evaluate them together, it should seek to provide findings and conclusions across types of interventions and how they are implemented in Wales. An independent evaluation of these programmes build upon the evidence base across the homeless sector in order to inform any future funding and policy decisions beyond 2020-2021 in Wales.
