Abstract

Working with people to identify their outcomes and supporting them to achieve wellbeing, which includes protecting both adults and children from harm, abuse and neglect, is at the heart of the Social Services and Well-being (Wales) Act 2014 (the Act). The Act made provision for Adult Protection and Support Orders (APSOs) to be conducted by Authorised Officers (AOs) of the local authority. The principle is that the wishes of an adult at risk should be capable of being freely expressed and that they should be respected. APSOs enable an authorised officer, and any other person specified in the order, to speak to an adult suspected of being at risk of abuse or neglect in private, to establish whether the adult can make decisions freely, to assess whether the person is an adult at risk and to establish if any action should be taken. The Welsh Government provided face-to-face training for AOs in October 2016. The agreed next stage to support consistent and appropriate use of APSOs was an e-learning module, provided for use as a refresher resource and also as the basis for training new AOs. New AOs must complete the training module with the support of a fellow AO/senior colleague who can offer the appropriate rigorous challenge and supervision. On completion of the module, the Director of Adult Services for the authorising authority must formally sign off the process to agree the appointment to AO. The new designation should be forwarded to the Welsh Government, Safeguarding Team. To be effective in enacting an APSO, an authorised officer undergoes a specialist training programme, evidences a complex set of skills and is required to keep their skills up to date. It is essential that the authorised officer has a degree of autonomy from his or her employer and is able to perform the functions independently of the day-to-day management of the particular case.

Description of the goods or services required
