Abstract

The Welsh Government wishes to commission an evaluation of the Arbed Programme. The Programme is a joint Welsh Government and European Regional Development Fund (ERDF) funded operation, aiming to provide energy efficiency measures and renewable energy technologies in existing homes located in areas of Wales experiencing fuel poverty. The overall aim of the work specified here is to provide a process and impact evaluation of the Arbed operation. Two reports will be produced: at the inception stage (reporting October 2020), and final stages (reporting July 2021) of the operation. Only the final stage report will be published. The evaluation will assess the success of the operation against its stated outputs and delivery objectives, and explore wider outcomes and impact.
