Framework Agreement for Improvement Works to Council Domestic Properties to the WHQS

Description of the goods or services required

Powys County Council is seeking to engage with several contractors to establish a contract for refurbishment works to their domestic properties to the Welsh Housing Quality Standard over a two year period commencing April 2022 with the option to extend for up to a further 24 months. Community Benefits and the economic and social regeneration of the locality of the works is a priority for The Council and will be a key part of the tender process. Works to include improvement works to Kitchens, Bathrooms, Re-wiring, Roofing, Wall work and Windows and Doors. Bidders may apply for a maximum of 3 Lots in either North or South Powys but not both geographical areas. Where bidders apply for more than one Lot and are successfully awarded more than one Lot, the successful Contractors will ensure that all awarded Contracts are managed and run concurrently. Lotting structure as follows; Lot 1-Kitchens North, Lot 2-Kitchens South, Lot 3-Bathrooms North, Lot 4-Bathrooms South, Lot 5-Rewiring North, Lot 6-Rewiring South, Lot 7-Roofing North, Lot 8-Roofing South, Lot 9-Wallwork North, Lot 10- Wallwork South, Lot 11-Windows and Doors North, Lot 12-Windows and Doors South.

3 Conditions for Participation

3.1

Minimum standards and qualification required

The minimum requirements of the tender are as follows:

- Constructionline Level 2 Silver registered, with work categories relevant to the subject matter of the contract.

- Safety Schemes in Procurement (SSIP) accredited or fully compliant with an equivalent scheme.

- Demonstrable experience of delivering contract(s) of a similar nature.

- Provide copies of full audited accounts, including profit and loss accounts and balance sheet, for the most recently completed financial year.

- Insurance requirements, note that you must have or agree to put in place by contract start, insurances to the following levels:

Public & Product Liability Insurance - 5,000,000 GBP and

Employer’s Liability Insurance - 5,000,000 GBP

- The successful Contractors should ensure, where relevant, that all Basic Disclosure checks (DBS) are up to date and in line with the Council’s DBS policy

- One operative on site will be required to have received Non-licensable work, including Notifiable Non-licensed Work (NNLW) asbestos training. All other operatives will be required to have Asbestos Awareness training.

- Contractors will be asked to confirm that they comply with the requirement that all work involving electric, gas or oil shall only be carried out by registered contractors i.e., GAS SAFE, OFTEC, NICEIC or ECA

- Lot Specific Additional Minimum Requirements for tenderers and their sub-contractors are detailed below;

Lot No's 5 & 6 Re-wiring North and South - Contractors shall be on the approved roll of the "National Inspection Council for Electrical Installation Contracting" (NICEIC) or members of the E.C.A. (Electrical Contractors Association).

Lot No's 11 & 12 Windows and Doors North and South - FENSA Registration

Any Tenderers who fail to meet the minimum requirements will have their tender response rejected and not further evaluated by the Council.
