Abstract

We are looking to contract with an expert on the ‘Active Offer’ to gather examples of good practice from within the qualification system and relevant examples from other sectors, and to use these to include in a supportive resource pack that will engage and inspire awarding bodies to implement the ‘Active Offer’ which in turn will empower learners/users of their qualifications to express a preference on which language they wish to access qualifications and assessments. Our ‘Choice for All’ strategy clearly sets out our commitment to increasing the availability of Welsh-medium qualifications. Focus Area 4 is about awarding bodies becoming more proactive in their approach and engaging more and earlier with their centres, seeking opportunities in the market for more Welsh-medium qualification, and encouraging take up of those qualifications. This proactive approach is known as ‘the Active Offer’ which was first introduced in the NHS in Wales and since adopted across the public sector in Wales. This means proactively offering a qualification and/or service in Welsh without someone having to ask. This is the opposite to a cycle of perceived no or low demand, leading to no change in supply, without anybody asking or nurturing that demand.
