II.2.4) Description of the procurement
The following requirement is a continuation of current service to support Diabetic Eye Screening Wales.
This is a fully managed all-inclusive service that includes:
- Logistical planning of MSU in required areas
- Pre-agreed locations to site units
- Transport of the unit
- Allocated resource per day to manage the unit
- Fuel Charges
- Cleaning
The fully inclusive cost for a mobile unit is 600.00 GBP per day, with the total cost for the 6 months (+3 months + 3 months extensions) is 218,400.00 GBP This will take the total project value to 381,400.00 GBP and the reason for this VEAT. The service had previously used another supplier for a similar approach from Feb 2023 to March 2023. The expected throughput of participants was not achieved due to the regular issues experienced with the units and provider. As a result, a number of clinics and appointments had to be cancelled. Due to the issues experienced and costs and cancelling of appointments, this provider was not suitable for continuation.

Explanation
There has been significant delays in participants receiving their offer for an eye screening appointment which has been drastically reduced in the last 6 months whilst utilising the Tenovus service. Continuation of this service is needed to support DESW in continuing to reduce the backlog of delayed participants and provide an equitable and accessible service by locating mobile units in areas were the programme are not able to secure a suitable clinic venue.
