Abstract

This contract is for the application of nematode solution to stumps on restock coupes in Wales, prior to restocking. In order to reduce the use of chemical pesticides, Natural Resources Wales uses beneficial nematodes in the defence against Large Pine Weevil damage to young trees. The microscopic nematodes are applied to stumps to infect the Hylobius abietis larvae, reducing the emergent adult population and minimising fatal damage to planted trees. This application must take place during June, July and August in order to infect the larvae, before they pupate and emerge as adults. We intend to award a contract to apply nematodes to a minimum of 150 ha and a maximum of 450 ha per annum. Nematode application programme is offered in 1 lot, covering sites across the Principality, with the bulk of the programme in Tywi Forest, Hafren Forest, Ceri Forest, Clocaenog Forest and Alwen Forest. II.2.4) Description of the procurement

This contract is for the application of nematode solution to stumps on restock coupes in Wales, prior to restocking.

In order to reduce the use of chemical pesticides, NRW uses beneficial nematodes in the defence against Large Pine Weevil damage to young trees. The microscopic nematodes are applied to stumps to infect the Hylobius abietis larvae, reducing the emergent adult population and minimising fatal damage to planted trees. This application must take place during June, July and August in order to infect the larvae, before they pupate and emerge as adults. No application will take place outwith these months unless prior agreement of NRW.

We intend to award a contract to apply nematodes to a minimum of 150 ha and a maximum of 450 ha per annum.

Nematode application programme is offered in 1 lot, covering sites across the Principality, with the bulk of the programme in Tywi Forest, Hafren Forest, Ceri Forest, Clocaenog Forest and Alwen Forest.

- The contractor will supply a forwarder compliant with FISA 503, fuel and an FMOC qualified operator. NRW to supply the rig and spray equipment however contractor will be responsible for maintenance and repair if necessary. The contractor will also supply site security for machine if required.

- NRW will purchase the nematodes. However the contractor must organise delivery and storage as guidance specifies.

- The contractor will organise and manage a team of 4 operators to apply nematodes to every visible stump within the agreed area to be treated.

- The contractor will be responsible for the managing and supply of water to each site and will need to have the relevant equipment i.e. Water tank/storage, pump, water extraction licence etc. (if needed).

- The contractor will be responsible for checking the suitability of each site to perform operations, and the pre-larval and post spraying assessment of each site.

- The contractor will be designated site manager for the operation and will make day-to-day decisions to ensure that operations follow all procedures specified by Wales Silvicultural Operations (WSO).

Justification:

To be effective the application of the nematode solution must take during June, July and August to infect the Hylobius abietis larvae, reducing the emergent adult population and minimising fatal damage to planted trees. NRW have only just learned that funding has been made available to deliver this programme over the contract period so were unable to determine contract requirements beforehand. We are using the accelerated procedure to make as much use as possible of the June application window.
