Gwynedd Council is seeking to enter into a contract with a single contractor using the JCT Intermediate Building Contract with Contractors Design 2016 Edition for the works – Internal works, Refurbishment and New Build Extension at Unit 1 Ddole Road Industrial Estate, Llandrindod Wells, Powys, LD1 6DF.

Gwynedd Council are the contract Client and act as the Lead Authority for the North & Mid Wales Trunk Road Agency (NMWTRA) partnership.

NMWTRA are to be the organisation to benefit from the services.

Heart of Wales Property Services Ltd (HOWPS) have been appointed to act as agent of behalf of NMWTRA.

Minimum standards and qualification required

Contractors must be CHAS (or fully equivalent under SSIP) compliant and Constructionline Level 2 Silver registered with work categories and values within Constructionline that are relevant to the subject matter of this tender at the deadline for tender submission, and throughout the tender period. If not in place it will be deemed that Contractors have not met the mandatory requirements of this invitation to tender and the submission will not be considered.

The Council/NMWTRA may only select your submission if you have appropriate levels of insurance for public liability and employers liability, or you agree to put these in place before the date of contract award. The levels required for this tender are: Public Liability Insurance - £10,000,000. Employers Liability Insurance -£10,000,000. Professional Indemnity Insurance - £5,000,000 (in respect of each claim, without limit to the number of claims).

Contractors are required to provide accounts for the most recently completed financial year to demonstrate that they had a turnover in excess of £1,000,000 during the most recently completed financial year. This is a pass/fail requirement. Any contractor who fails to meet this requirement will be judged to have not met the minimum mandatory requirements and may result in the the submission being rejected.

NMWTRA/HOWPS reserve the right to request and consider more recent management accounts. The NMWTRA/HOWPS may also perform a credit check through Equifax, and may wish to clarify any areas of concern not picked up within the contractors ITT response. NMWTRA reserve the right to request a suitable form of performance bond or bank guarantee where it is deemed necessary.

Contractor submissions will be required to score a minimum of 6 (SIX)on questions 2.1.1 through to 2.1.6 (inclusive) of the Technical Envelope of this ITT(pass/fail questions). Failure to achieve a minimum score of 6 (SIX) will be deemed to have failed, the submission will be deemed to have not met the mandatory requirements and the submission will not be considered.
