Powys County Council is seeking to enter into a contract with a single contractor using the JCT Minor Works Building Contract 2016 Edition with Schedule of Amendments for Renew Roof Coverings on the Pitched Roof above Swimming Pool at Brecon Leisure Centre, Penlan, Brecon, LD3 9SR.

Heart of Wales Property Services Ltd have been appointed to act as agent of behalf of Powys County Council in all matters.

3 Conditions for Participation

Minimum standards and qualification required

Contractors must be CHAS (or fully equivalent under SSIP) compliant and Constructionline Level 2 Silver registered with work categories that are relevant to the subject matter of this tender at the deadline for tender submission, and throughout the tender period. If not in place it will be deemed that Contractors have not met the mandatory requirements of this invitation to tender and the submission will not be considered.

Contractors stating that the information has been submitted, but has not yet been verified by Constructionline/SSiP, will not be acceptable to the Council. Failure to maintain Constructionline and SSiP registrations (as defined above) throughout the duration of the Contract may result in the Council requiring Contractors to stop work.

Contractors are required to provide accounts of the most recently completed financial year and their Management accounts for 2021. These accounts will be assessed as shown within Appendix L. This is a pass/fail requirement. Any contractor who's accounts fail to meet this requirement will be unsuccessful.

The Council/HoWPS reserve the right to request and consider more recent management accounts.

The Council/HOWPS may perform a credit check through Equifax, and may wish to clarify any areas of concern not picked up within the contractors ITT response. The Council reserve the right to request a suitable form of performance bond or bank guarantee where it is deemed necessary.

The Council may only select your submission if you have appropriate levels of insurance for public liability and employers liability, or you agree to put these in place before the date of contract award. The levels required for this tender are: Public Liability Insurance £5,000,000. Employers Liability Insurance £5,000,000.

The Technical Question relating to Previous Experience in this ITT is a ‘Pass/Fail’ question. Tenderers must score a minimum of 6 (SIX) on this question. Failure to achieve a minimum score of 6 (SIX) will be deemed to have failed, the submission will be deemed to have not met the mandatory requirements of this tender and your submission will not be considered.

3. Responding to the tender
