Abstract

Cardiff Capital Region are looking to procure specialist support services to assist with re-purposing and re-defining the current Graduate Scheme and provide structure to the scaling up and delivery of the programme over the next 3 years. The objective of the scheme is to reverse the so-called ‘brain drain’ with around 35% of all graduates leaving the region to seek employment opportunities elsewhere each year. The scheme works with businesses that historically, have had little or no engagement with the graduate market; in order to contribute to business growth and resilience.

Description of the goods or services required

Cardiff Capital Region are looking to procure specialist support services to assist with re-purposing and re-defining the current Graduate Scheme and provide structure to the scaling up and delivery of the programme over the next 3 years.

Total quantity or scope of tender

The value of the contract is £150,000 over three years. Within the first year the successful contractor will be required to:

Phase 1

a. Develop the back office architecture to support rapid deployment of the scheme, through either licensing or ‘white labelling’ existing proven assets and resources;

b. Transfer existing data and performance information into any new systems in accordance with GDPR standards;

c. Support the Strategic Board in the re-purposing of the scheme mission and objectives and in identifying the critical success factors key to the next stage of the journey

d. Provide business support and development services that help create and embed the business network, shifting the emphasis from simply one of talent supply, to one of stimulating demand

e. Leverage the role of the Regional Business Council in embedding this as a core mission of their work, reach and business plan objectives

f. Engage the wider HEI, FE, community and public sector organisations in maximisation of early talent

g. Support establishment of partnerships and affiliate arrangements to maximise exposure and opportunities for the scheme to grow and develop;

h. Establish a monitoring and evaluation / benefits realisation system that helps ensure the scheme remains on target to deliver against its critical success factors and scales up to meeting all relevant KPIs;

i. Provide guidance of fit for purpose oversight, reporting, analysis, advice, decision making and management mechanisms along with the creation of fit for purpose risk register
