About Careers Wales
Career Choices Dewis Gyrfa Ltd (CCDG) is a wholly owned subsidiary of the Welsh Government which was formed on 1 April 2013. Trading as Gyrfa Cymru Careers Wales, we are contracted to provide all age, independent and impartial careers information and advice and guidance service for Wales.
We deliver a remit set by the Minister for Economy and Transport and support the Welsh Government’s strategic objectives as identified in the Programme for Government and related Welsh Government policies. The overall focus for our service is to help people make effective decisions and become independent in managing their careers. This includes making realistic career decisions and plans, and ensuring successful progression and positive outcomes for individuals, who we support to gain appropriate training, further learning or employment. Our work helps to develop the nation’s skills base and to support the effectiveness of expenditure on education and training, thereby contributing to the economic and social well-being of Wales.

Introduction
We play an important role in helping individuals across Wales make well informed decisions about courses, qualifications, training and ultimately job opportunities relevant to them.
As part of a revamped ‘My Future’ site, aimed at young people with additional learning needs (aln) and who are working up to a level 1 qualification, we have our About Jobs section. The About Jobs section is where customers will find out about different jobs, there are currently 30 different job roles providing information on the job role, pay, typical hours, qualities, demand in Wales, skills and qualities required and things to think about.
Product Requirements
We are looking to tender with an organisation who can produce a suite of 20 videos (10 English and 10 Welsh) that will sit on the ‘Job Role’ page on About Jobs. These videos will highlight the key tasks undertaken by a person within that job role and filmed on location in the workplace, and will complement the content found on the Job Role page and the Is this job right for me? page
The videos can be used as standalone products to be used unmediated by users or mediated by education and careers professionals to complement the curriculum and career planning process.
Careers Wales expects that these videos will:
• Provide users with a better understanding of what the different job roles involve
• Help meet the needs of users to be prepared for entering the world of work
• Help users to understand the skills and qualities required for different job roles
• Give users an insight into the work environment for different job roles
• Support users to prepare for transition into their next steps after leaving school
Each video will capture employers carrying out key tasks within their place of work, with a voice over explaining what is happening. There will be 10 videos filmed, with a voice over providing the narrative in English and separate videos for Welsh, producing a finished suite of 20 videos in total. Each video will also provide captions representing the voiceover and any other audio used in the video. All videos will need to be produced and signed off by Careers Wales by 30th September.
Target Audience
The videos will be housed on the new ‘My Future’ site on careerswales.gov. wales and aimed at:
• School students in special schools, PRUs and mainstream education with additional learning needs
• Professionals who may offer mediated support when appropriate
Participants
We will require 10 employers to participate. Careers Wales and the successful production company will work together to source suitable employers. Careers Wales Education Business Advisers will source employers who are willing to be filmed and details will be passed to the production company to liaise further with employers to arrange filming dates, times and requirements.
Employers from across Wales should be filmed undertaking their job role and within their workplace. Employers should be from across Wales to allow for a diversity of industries and locations to be covered. Diversity should also be covered in the workforce on the videos e.g. age, gender, ethnicity, disability, race.
Careers Wales members of staff (Digital Careers Advisers & Business Education Advisers) will attend some of the filming sessions.
Video Requirements & Key Specifications
Accessibility
All media on Careers Wales web channels (Careers Wales, Working Wales, CWTV, and any microsites such as EBE) must meet Government accessibility requirements.
All digital services including media on the Careers Wales website must meet the governments accessibility requirements. This means they must meet the WGAC AA standards. (See also: Overview of all W3 standards). W3 have an example of everything a pre-recorded video requires to meet accessibility standards. Requirement Details
☐Separate Welsh and English language versions Y Y Welsh Language Standards – Standard 52-56: The Welsh language is treated no less favourably than the English language. All media must have an English version and a Welsh version. The Welsh version must also adhere to all the accessibility requirements of the English video.
☐Captions
Y Y Captions are required in WCAG at Level A. Captions provide dialogue and all the important sounds embedded into the text. Automatic captions are not sufficient to meet accessibility standards, and do not work in the medium of Welsh.
☐Voiceover (different language) N-best practice Y Welsh Language Standards – if within a recorded webinar, a video is shown on the Welsh version that is English only, it must have a voiceover in the Welsh Language and subtitles in Welsh that include the video or other English content.
☐Transcript
Y Y Descriptive Transcripts are required in both English and Welsh to meet both accessibility and Welsh language requirements.
☐Audio description
Y Y Audio description of Visual Information is required to meet both WGAC A and AA accessibility standards. A version in English and a version in Welsh must be supplied. If a transcript is supplied audio description may not be required.
☐Flashing content
Y Y Flashing content – media cannot contain anything that flashes more than 3 times in a one second period and the combined area of flashes needs to meet requirements. Flashing can cause seizures if these standards are not met.
☐British Sign Language
* This is best practice, however considering the target audience, Careers Wales would like to discuss the options of this with successful company Best Practice Best Practice This is not a WGAC requirement but is seen as best practice. If using a sign language interpreter this must be used on both English and Welsh versions.
The successful company must:
• Produce 20 videos (10 English and 10 Welsh) as outlined in this specification
• Meet accessibility standards as mentioned above
• Be available in Welsh and English
• Incorporate Careers Wales’s brand, styling and design into the videos. A style guide and relevant assets will be provided by Careers Wales
• Be suitable to use on a responsive design site
• Provide Careers Wales with original files & raw footage
• Provide Careers Wales with videos using a HD mp4
• Upload signed off videos to the Careers Wales YouTube account
Welsh language
Under the Welsh Language Act 1993 every public services organisation in Wales has to comply with Welsh Language Standards.
Careers Wales has a statutory requirement to provide its services to the public in both English and Welsh. It is therefore essential that the tenderer can work efficiently and successfully with the Welsh language, for example when editing a Welsh video and using a Welsh voiceover. Translation services will be provided by Careers Wales or services contracted by Careers Wales.
Video style
Employers are to be filmed carrying out key tasks in their place of work, with a voice over explaining what is happening. Videos must be sensitive to the needs of target audience with additional learning needs. (noise, sounds, flashing images).
Content
A storyboard will be supplied by Careers Wales for each of the 10 jobs, to include a script for the voice over, in English and Welsh. We would expect some amends to be required to these and have included an example template should the tendered wish to suggest alternative ways of producing these videos.
We expect the content to include short, key pieces of information to convey key tasks carried out in each job role.
Careers Wales must have full editorial control over the final content of the videos.
Careers Wales can supply voice overs in English and Welsh.
Video Timings
We envisage each video lasting no more than 2 minutes dependant on final signed off content. Further guidance from video production company would be appreciated on this matter.
• Video company to present a final video outline, structure and script to Careers Wales for approval by 30th August
• Video company to go into video production following approval
• Video company to present initial drafts of video to Careers Wales for feedback by 1st October, with regular updates throughout this time period.
• Where agreed amendments will be made to the videos
• Final draft of videos signed off by Careers Wales 22nd October
• Payment will be made following sign off
Should any covid restrictions impact on the ability to film as outlined in this specification we will review the timelines with the successful provider.
Tender Bid and Scoring Criteria
Any organisation wanting to bid against this tender must supply the following detail:
Price / Value for Money 30% - Total of 30 marks
Full cost to produce the 20 videos based on the requirements in this document.
The contract will be awarded based on the following scoring methodology:
- The lowest price submitted will be awarded a score of 40, with tenderers thereafter being allocated a relative score which will be based on the percentage difference between their costs and the lowest costed proposal
- For example, lowest price is £40,000, the next lowest is £50,000. The lowest price would score 30 marks the second lowest price would score 30 – (10000/40000* 30) = score of 22.5.
Price makes up 30% of the overall score.

Environment 10% - Total of 10 mark

The scoring methodology
1. Very Good or Fully Compliant Submission -which meets all requirements and is fully explained in comprehensive detail – between 90 to 100% of the marks available
2. Good or Fully Compliant Submission -which meets all the requirements and is explained in reasonable detail between 70% and 89% of the marks available
3. Satisfactory or Compliant Submission -which meets the essential requirements and is explained in adequate detail 50% to 69% of the marks available
4. Weak or Partially Compliant (Minor issues) Submission where some areas fall short of requirements and is poorly explained 30% to 49% of the marks available
5. Unacceptable or Non Compliant (Major issues) Submission which fails to meet requirements and is not explained 10% to 29% of the marks available
Careers Wales will select the preferred organisation on the basis of:
• Price – 30%
• Experience – 20%
• Video specifications – 40%
• Environment – 10%
Tender Process and Key Dates
Interested organisations must supply Careers Wales with:
• Fully costed quotes for all aspects of this work by Thursday 15th July 2021
• Access to information relating to similar work the organisation has conducted
• A declaration that they can fully meet the specifications and timelines applicable to these videos
Tender submission Details and Deadline
Interested organisations must supply Careers Wales with a fully costed tender bid by 4.00pm on Friday 30th July 2021. Any questions related to this specification will be answered by Friday 23rd July 2021
Careers Wales intends to appoint the organisation and notify all other organisations of the outcome by Friday 6th August
