Description of the contract
The overall aim of this contract is to provide evidence-based recommendations to improve the process for recruiting respondents to the telephone and online elements of the National Survey for Wales.
We would like to understand whether advance materials and the process for providing phone numbers:
• are clear and understandable to all participants;
• help to maximise positive feeling about the survey and minimise negative feedback; and
• help to maximise response rates across all groups (i.e. minimise bias)
For the online questionnaire, we would also like to have overall views on accessing and using the online questionnaire. We are not seeking detailed cognitive testing of the questions, some of which have already been cognitively tested for use in CASI.
We would also like to understand whether there is learning from other surveys on encouraging participation that could usefully be applied to our materials and processes, for both the telephone and online elements.
Motivation (what makes respondents want to do the survey) and barriers (what makes respondents less likely to do the survey) are to be explored.
The contractor is expected to provide detailed advice on issues that are identified with the survey process and online questionnaire, and provide practical recommendations for how to address these issues.
