Abstract

The aim of the project will be to undertake a process and impact evaluation of the Welsh Language Communities Housing Plan (WLCHP). The impact evaluation is expected to be a theory-based impact evaluation. The evaluation will seek to establish how the Plan has empowered communities to create and develop schemes to address the challenges facing Welsh-speaking communities with high levels of second homes. In addition to presenting findings, the evaluation will be expected to develop recommendations regarding the design and implementation of the Plan. Aspects of the evaluation will support the Government's further work in introducing the Plan, and develop the evidence base on Welsh speaking communities addressing the challenges of high numbers of second homes. The work will be carried out in two parts during the life of the Plan. Work Package 1 aims to develop a comprehensive theory of change and evaluation framework as a basis for data collection and the evaluation of the Plan. Work Package 2 aims to undertake an evaluation of the Plan and address key research questions. The impact evaluation is expected to be theory-based, but also to discuss the impact of specific programs. A process evaluation of the Plan is also expected. The evaluation is expected to draw on primary data collected during the delivery of the Plan, and secondary data where possible.
