Abstract

Introduction Social Care Wales is developing a pilot programme to support career progression for people working within social care in Wales who are from ethnic minority backgrounds. We know from our workforce data there are fewer people from an ethnic minority background in leadership and management roles. The aim of the programme is to support people working in direct care services (not including social work) to take their first steps into leadership and management. Aims and objectives The programme aims to empower ethnic minority employees in the social care sector by giving them essential skills and resources to advance their careers, promoting diversity and inclusion in leadership roles. The 12-month programme includes sessions to develop leadership skills, coaching sessions and opportunities to shadow senior leaders. The aim of the programme is to: - Support people to see themselves as leaders. - Provide visible pathways to leadership opportunities within Wales. - Understand the principles of good leadership - Opportunities for practical experience of leadership in social care What is required / ‘The Requirements’ This initiative supports the Anti-racist action plan (Wales), which was launched in 2022. This is a non-accredited programme, aimed at social care workers who are qualified at QCF level 3. The programme will support and prepare people who may choose to undertake level 4 and 5 management qualifications , post programme. We have developed an outline for the programme, which will include: - Taught sessions - Coaching - Shadowing For each element of the programme we have developed supporting packs, in collaboration with people with lived experience, with guidance for: - Employers supporting staff through the programme - Programme participants These packs will be available to the successful Supplier. The employers taking part in the programme will be supported with access to a cultural competency scheme. This element will be provided by a separate supplier, who will ensure the employers taking part in the scheme provide a safe and culturally competent workplace for programme participants. The pilot training and development programme will start in Autumn 2025 and run over a 12 month period.
