Short description of the contract or purchase(s)
The Contracting Authority "Hendre Limited" has assigned UES Energy Limited the role of seeking and tendering for service providers for the provision of Electricity & Gas to the Contracting Authority.
Current services are in place and it is envisaged that a new contract will commence on 01/10/2015.
The Contracting Authority's annual electricity consumption consists of 4.2GWh over 6 Half Hourly (HH) and 209 Non Half-Hourly (NHH) supplies.
The Contracting Authority's annual gas consumption consists of 9.8GWh over 50 Gas supplies.

Total quantity or scopeThe Contracting Authority wish to enter supply agreements with a regulated UK Licenced Supplier(s) of Electricity or Gas (as appropriate) who will be appointed for an initial period of 12 or more months. Each supply contract will be an Electricity or Gas product (as appropriate) with a fixed price across the period of the contract. The supplier must provide accurate and timely invoicing with excellent dedicated account management. The Contracting Authority reserves an option to extend the contract for 12 or more months following the initial period and can choose to be supplied by more than one supplier, for each Lot, at their discretion. |

Additional Information
The Contracting Authority will incorporate a 10 day standstill period at the point information when the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the Contracting Authority before the contract is entered into. Applicants have 2 working days from notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before expiry of the standstill period. Such additional information should be requested from the address in Section I.1. In accordance with the UK Government’s policies on transparency, the text of this Contract Notice has been made publically available. However, only suppliers that have been formally invited to submit a tender by the Contracting Authority may participate in this procurement. Tenders submitted by any parties not having been formally invited to tender will not be accepted as part of this procurement.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:
The Hendre Group comprises of Hafod Housing Association which is one of the largest providers of affordable housing in South East Wales covering the Counties of Bridgend, Cardiff, Merthyr Tydfil, Newport, Rhondda Cynon Taf, Torfaen and the Vale of Glamorgan.
It is requested that all Licensed Suppliers consider any added value that they can bring to Hafod Housing Association and its tenants as part of the proposed electricity and gas contracts. Innovative proposals in this area may be evaluated alongside other contract parameters in selecting the successful supplier(s).
Examples of added value, could include (but not be limited to) facilitation of accurate smart metering, energy advice to tenants (e.g. energy efficient lighting, heating etc.) and delivery of energy efficiency projects.
