Lot 3 - Design and manufacturing of a test rig for test of the wing section, and the performing of tests on the wing section.

The wing is part of a tidal power plant that is to be deployed outside Holyhead, Anglesey.
II.2.4) Description of the procurement
The wing is a composite structure sized about 12 x 3 m. The main objective of the wing is to create a lift force of which a minor part will be used as the propulsive force of the power plant, however it has other sub functions as well.
The basic design is a glass fibre shell with a foam core and carbon fibre beams. There are many different openings/hatches for cabling and other subsystems.

The wing section is a composite structure intended to imitate a critical part of the wing. It has an outer shell with dimensions 1500 mm x 730 mm x 460 mm (Length x Width x Height) which wraps around the main beams to simulate the wing profile skin. Thickness of the shell is set to 12 mm with internal and external fillets of 10 mm. The wing section has several holes, some for metal inserts, some for an external loading test system.

The test of the wing section could be performed anywhere in Europe. Minesto's design engineers who are based in Göteborg need to be present during the test to failure.
II.2.4) Description of the procurement
This lot concerns building a test rig for the parts obtained from Lot B, and the testing itself. Two tests are requested: one fatigue test and one static test to failure.
With an estimated fatigue failure strain of > 0.4 %, FE simulations show that a fatigue failure is expected to happen for a load of between 1.9 and 3 MN and a static failure in the range of 3 - 4.5 MN.
The test displacement necessary is at least 10 mm. For fatigue with a load of 3 MN and R = 0.5, the stroke as calculated here by FE modelling is 2 mm. With some margin for flexibility in the rig etc., a requirement of preferably 3 Hz and at least 1 Hz at 3 MN and with 5 mm stroke (range) is a requirement for specification of the test machine.
