Abstract

Community Music Wales (CMW) would like to invite tenders from suitable contractors to support the monitoring and evaluation of the CASCADE Training project over the course of its 3.5 year period. This includes; development of monitoring materials, complete short annual evaluations of the project, and carry out a final evaluation of the CASCADE project. Community Music Wales would like to appoint a suitably qualified consultant to support the project evidence its impact and the benefits realised for Participants and Communities. In particular, we are seeking advice and support within this contract on the following aspects of the work: • Develop a robust monitoring and evaluation framework, to ensure on-going learning and demonstration of performance through the Training Programme. • Measure and assess progress of participants against the baseline datasets at appropriate junctures. • Consider and assess programme performance against targets, outcomes and long-term impact goals. • To prepare interim and a final report to CMW, aspects of which to be included in CMW’s annual reports to the Paul Hamlyn Foundation. • Support the development of materials for the on-going internal evaluation activities. We envisage that a robust monitoring and evaluation framework will be agreed and in place within the first three months. This will ensure that the correct systems and processes are in place to collect the right data from the beginning of the programme. The appointed consultant(s) will work in partnership with the CMW Staff to ensure that the framework is robust and deliverable and so that internal resources can be maximised throughout the contract.
