The Swansea Bay City Deal is seeking to appoint a contractor to develop a full 5 Case Business Model and supporting research activity for the SBCD Digital Infrastructure Project using the Green Book’s five case business model methodology. The successful contractor will be responsible for undertaking preliminary research to support the planning and development of the Swansea Bay City Deal Regional Digital Infrastructure Project for inclusion in the full business case and for completing all aspects of the 5 Case Business Model itself.

II.2.4) Description of the procurement
The Swansea Bay City Deal is seeking to appoint a contractor to develop a full 5 Case Business Model and supporting research activity for the SBCD Digital Infrastructure Project using the Green Book’s five case business model methodology. The successful contractor will be responsible for undertaking preliminary research to support the planning and development of the Swansea Bay City Deal Regional Digital Infrastructure Project for inclusion in the full business case and for completing all aspects of the 5 Case Business Model itself. This will include responding to queries and feedback on draft versions of the business case from both the SBCD’s governance structure, authorising authorities and the UK and Welsh Governments and developing the business case through to final full draft by February 2019. An initial outline business plan has been developed for the project by the Region and the successful contractor will be tasked with undertaking the supporting/background research and developing this proposal into the full 5 case business model.
A second requirement is to construct a fully compliant and robust funding bid for the wave 3 LFFN competition, run by DCMS, expected in Summer 2018.

The successful contractor will report to the Regional Office.
An initial inception meeting will take place with the Regional Office upon contract award in order to scope and agree key activity and milestones. A weekly progress call will take place to monitor progress. As the business case develops the successful contractor will submit drafts for review by and discussion with the regional office before more complete drafts are shared with UK and Welsh Governments for comment. Feedback on draft business cases will be relayed to the contractor via the Regional Office.
