Abstract

PLEASE NOTE THE SELL2WALES REGISTER NOW FUNCTION IS NOT AN EXPRESSION OF INTEREST YOU MUST FOLLOW THE STEPS CONTAINED IN THE CONDITIONS FOR PARTICIPATION SECTION OF THIS ADVERT. The Council requires up-dated information on shopping patterns in the Caerphilly County Borough area, which has approximately 180,795 residents. There are two ‘sub-regional’ centres in the County Borough, namely Blackwood, pop. 28,116, and Caerphilly, pop. 56,215. Supporting them are four ‘district’ centres, namely Bargoed, pop. 28,390, Newbridge, pop. 11,171, Risca, pop. 17,819, and Ystrad Mynach, pop. 25,930. However because of the urban form of settlements in the South Wales Valleys, each of these centres has a much wider catchment than just their resident populations. Maps and postcodes of the six catchment areas can be found in the Procurement Documents. The main requirement is to establish where and how often residents and visitors are shopping for their food and non-food purchases, other reasons for visiting the shopping centres, their attitude towards the centres, and the means of transport used. The surveys are to be conducted during September with all surveys completed by week ending 29 September 2019 to ensure comparability with previous survey years. The Shopper Attitude Surveys are carried out usually on a tri-annual basis it is therefore anticipated that if performance is good on this 2019 survey the Council reserves the right to ask the successful bidder to price for and undertake the next survey requirement (anticipated September 2022 but not guaranteed). This next survey requirement is by no means guaranteed and will also be subject to an acceptable quotation being received prior to issuing any order for the work. Surveys will take the form of both telephone and street surveys and will require data analysis and reporting. The successful company will be advised of all additional information such as past survey data, the market days and other useful local information on appointment.

Description of the goods or services required

Total quantity or scope of tender

A copy of the Street and Telephone Surveys is provided in the Procurement Documents.

The surveys will establish information by the following means:

1. Random telephone survey of households, daytime and evening

Split into six catchments areas here are to be a total of 1500 random telephone interviews, employing most of the questions shown in the Telephone Survey questionnaire (contained in the Procurement Documents), so that the results from each survey year will be broadly comparable.

In past surveys approximately 250 respondents were sought for each of the six catchments. However, because the catchment populations are different the results were then weighted to adjust the data for borough-wide assessments and it is expected that this method should be followed once again. The interview sample should include all postcode areas within the borough and be capable of producing conclusions about residents’ behaviour patterns by individual settlements.

2. Street Interviews in the six centres

There are to be 1000 interviews carried out in the following locations and manner:

200 split between two locations in Caerphilly and three in Blackwood.

150 each in Bargoed, Newbridge, Risca and Ystrad Mynach.

The interviews are to take place on one week day, being the market day if applicable, and on a Saturday. The attached Street Survey questionnaire, is to be employed once again so that the results from each survey year will be comparable.

3. Data & Analysis

The data should be presented both as raw information, in the medium of a Microsoft Excel worksheet, and also tabulated in two reports produced in the same order as the two questionnaires. There will be an expectation that all data will be sufficiently cleansed to ensure accurate reporting information, as in the case of most shopper attitude surveys, people use aliases to refer to different shops / shopping centres within the Borough. A list of these will be provided to accurately record information from respondents and it is expected that this is applied during the data cleansing exercise. Two hard copies of each Town Centre Analysis report and of both the Street and the Telephone Tabulation reports are required together with an electronic version of each, in the medium of Microsoft Word documents.

The successful company will be advised of all additional information such as past survey data, the market days and other useful local information on appointment.
