Abstract

Following the implementation of Part 7 of the Social Services and Well-Being (Wales) Act 2014 , the Wales Safeguarding Procedures are under development and will be finalised by July 2019. Their development was commissioned through the regional Safeguarding Boards and will be available by early Autumn 2019. The procedures will expand the statutory guidance to provide practitioners, from a range of agencies, with clear guidance and expectations for safeguarding both adults and children. The procedures will be ‘hosted’ by Social Care Wales. The Procedures will be shared with the Supplier during the final stages of development. Phase 1: there will need to be an extensive multi-agency training programme developed on these procedures and the training and learning materials within this project, will provide clarity and consistency for that training. Social Care Wales will lead this process by commissioning the development of the training and learning materials. These materials must allow for blended learning, not just e-learning. Phase 2: When the materials are available, a plan is required to support the regional safeguarding boards as they disseminate the training to all practitioners in their area. 2.1

Title

Develop and deliver training materials to support implementation of the Wales Safeguarding Procedure

Description of the goods or services required

Following the implementation of Part 7 of the Social Services and Well-Being (Wales) Act 2014 , the Wales Safeguarding Procedures are under development and will be finalised by July 2019. Total quantity or scope of tender

Budget

There is an indicative budget for this project of £45,000 (inclusive of any VAT), to include both Phase 1 and 2; and expect realistic pricing from suppliers which includes a breakdown of activity, including expenses.

Length of contract

The first phase of the contract will run until November 2019 and the second phase between January and March 2020.

3 Conditions for Participation

3.1

Minimum standards and qualification required

The Supplier is expected:

- To provide evidence of recent safeguarding practice in the current Welsh context, and an awareness of the Procedures development work

- To engage with the Welsh Government, All Wales Safeguarding

Procedures Project Board, Social Care Wales, Regional Safeguarding Boards and a Safeguarding Practitioners Reference group in the devel-opment of the materials and delivery plans.

- To develop and test the materials in partnership with relevant stakehold-ers

- To adhere to agreed branding, design and style requirements

- To offer a suggested methodology to meet Phase 2 requirements for face-to-face handover to lead practitioners and trainers that will prepare them to take a cascade approach to disseminate the learning.
